Chinese Young Pioneer Counselors are the close friends and guides of young pioneers.They are responsible for the ideological and moral construction and quality education of young children.The Young Pioneer Counselors are not only a fresh force in the ideological education of young children,but also a backbone force in effectively promoting the development of children’s organizations of the Socialism with Chinese Characteristics for a New Era.It is of great significance to establish a team of Young Pioneer Counselors with high political quality,deep educational feelings and strong ability to perform their duties for deepening the reform and innovation of the young pioneers and improving the scientific level of the organization construction of the young pioneers.As the continuous development of the primary and secondary school teachers team construction of ideological and political theory and the work of the morality education in the new era,Young Pioneer Counselors Team Construction is facing new opportunities and challenges.How to form a normalized,scientific and stabilizing mechanism of team construction still need to be further in-depth studied and explored,especially in the process of promoting the specialization and professionalization of the Young Pioneer Counselor Team.In this context,it is an important proposition to clarify the operating mechanism and rules of the construction of Young Pioneer Counselors Team,grasp the practical bottleneck which restricting the construction of Young Pioneer Counselors Team,and optimize the mechanism of the construction of Young Pioneer Counselors Team.This research adheres to the combination of theory and practice,and carries out research according to the logic of "what--how--how to do it".In theory,the logical basis of the Young Pioneer Counselors Team Construction mechanism optimization and the analysis framework is clarified.The empirical research was made on the basis of the Young Pioneer Counselors selected from Chongqing nine area region.In this paper the practical shape of the counselor team construction and its mechanism of obstruction were analyzed and summarized.This paper puts forward the optimization tactics of construction mechanism of the Young Pioneer Counselors Team.First,the theoretical analysis of the optimization of the construction mechanism of the Young Pioneer Counselors Team.First of all,through the interpretation of the status and role of the Young Pioneer Counselors,the important value of the Young Pioneer Counselors Team Construction,the basic function of the mechanism in Young Pioneer Counselors Team Construction.The problem of “why should the mechanism of the Young Pioneer Counselors be optimized” is gradually clarified from the perspective of what should be.This part is the logic basis of this study.Secondly,based on the theoretical basis,the four elements of the team construction of Young Pioneer Counselors were analyzed,which include the value orientation,social psychology,institutional norms and organization structure.The four main links,including the selection mechanism of Young Pioneer Counselors Team Construction process,training mechanism,assessment mechanism and incentive mechanism,and operation structure,including internal structure,external structure and the associated logic and the structure of the overall linkage are analyzed one by one.From the theoretical level,the paper answers the question of “how to optimize” the construction mechanism,which provides a research foundation for the follow-up empirical research and countermeasure thinking.Second,the problem analysis of the construction mechanism of Young Pioneer Counselors Team Construction Mechanism through questionnaire and interview,this paper made an in-depth investigation on the practical situation of the team construction of Young Pioneer Counselors.On this basis,the main problems existing in the team construction of Young Pioneer Counselors are found,which are as follows: the unbalanced team structure,the lack of attractiveness of the existing positions,the inarticulateness of identity and role,and the deficiency of the professional quality.On this grounds,the paper analyzed the obstructions restricting the Mechanism of the Young Pioneer Counselor Team Construction,which include the followings,selection mechanism and training mechanism is not yet perfect,evaluation mechanism is not effective,the incentive mechanism is relatively weak.In addition,the general factors of imbalances were analyzed such as the shift of value orientation,dislocation of social psychological,dislocation structure,the lack of system specification.Third,the optimization strategy of the Mechanism of young pioneer counselors Construction.based on the mechanism problems existing in the construction of the Young Pioneer Counselors Team,this paper explores its optimization strategies from two aspects:“ optimize structural elements,realize the kinetic energy transformation of the mechanism” and “adjust process link,realize the orderly operation of the mechanism”,so as to promote the Young Pioneer Counselor Team Construction for the long-term and sustainable development.
