Research On The Operation Mechanism And Internal Logic Of Digital Technology To Improve The Supervision Effectiveness At Grassroots Level

Local discipline inspection and supervision organizations use digital technology to supervise village-level power and improve the effectiveness of grass-roots supervision.It has become an important trend of grass-roots supervision.However,there is an obvious lag in the research on the operation mechanism and internal logic of digital technology to improve the effectiveness of grass-roots supervision.This study takes S City’s practice of building a grass-roots public power supervision platform as an example to analyze the operation mechanism of digital technology to improve grass-roots supervision efficiency from the perspective of timing sequence.From the perspective of organizational environment construction,digital technology has triggered the renewal of organizational system and the creation and strengthening of organizational functions.From the perspective of data infrastructure construction,digital technology supports the grass-roots supervision database that organically combines the supervision objects,processes and events.From the perspective of technology application results,digital technology has realized the cross-departmental online circulation of core supervision business,the cross-territorial online collaboration of major supervision matters and the efficient use of key supervision results.This study discusses the internal logic of digital technology to enhance the effectiveness of grass-roots supervision.Under the administrative logic,the county level discipline inspection and supervision organizations strengthen the accountability and control of township organizations with digital technology.Under the efficiency logic,the township discipline inspection and supervision organizations use digital technology to reduce the cost of supervision information and improve the fluency of supervision cooperation,so as to improve the efficiency of grassroots discipline inspection and supervision business disposal.Under the logic of interests,social supervision organizations use digital technology to enhance social supervision power to safeguard public interests.Digital technology to supervise power at the village level is also limited,which restricts the effectiveness of grass-roots supervision to a certain extent.First of all,the risk of technical supervision performance internalization leads to the coexistence of high cost and low income of technical supervision,which leads to the phenomenon of value deviation.Secondly,the risk of information manipulation of technical supervision adversely increases the cost of information screening of grass-roots supervision.Thirdly,the dual nature of digital technology leads to the non-balance of technology empowerment,which compels the space of villagers’ autonomy.Combined with the above analysis,this study proposes the optimization strategy of using digital technology to supervise village-level power.The key lies in improving the evaluation system of technical supervision performance,improving the technology of screening supervision information,and promoting the balanced empowerment of technology through system construction.
