| With the deepening of China’s reform and opening up and the acceleration of the opening up of the financial industry to the outside world,as well as the constant increase of the financial internationalization level,criminal activities such as smuggling,cross-border gambling,drug dealing and underground money laundering are on the rise.These illegal funds are often legally bleached through means of money laundering,leading to increasingly rampant money laundering activities in China,which have drastically affected the security of the country’s financial system and political system.At present,anti-money laundering supervision is an significant task for China’s innovative government governance system and the maintainance of the stability of the financial system,which bears on the overall development of China’s financial industry.The significance of anti-money laundering supervision in the overall work of the People’s Bank of China,which is the administrative department of the State Council,grows with each passing day.The purpose of this paper is to analyze the prominent problems in the anti-money laundering supervision of the Q City Branch of the People’s Bank of China,seek effective countermeasures,and then improve the effectiveness of the anti-money laundering work of the grass-root branches of the People’s Bank of China.This paper focuses on the anti-money laundering supervision of the Q City Branch of the People’s Bank of China from the perspective of public management.Firstly,using the method of literature analysis to explain the connotation and relevant contents of anti-money laundering supervision,combined with the present situation of anti-money laundering supervision in the Q City Branch of the People’s Bank of China and based on the theory of government supervision,this paper analyzes the problems such as weak capacity of supervisory data collection,limitations of supervisory means and imperfect supervisory coordination mechanism,etc.Furthermore,the reasons for the problems are analyzed in depth,including the lack of a unified regulatory data collection system,the uncoordinated cooperation of regulatory instruments,the formalization of regulatory coordination mechanism,and the imbalance of regulatory resource allocation.Finally,using the method of comparative research,combined with the experience and enlightenment on the issue of anti-money laundering supervision for central banks in and abroad,this paper raised some suggestions and countermeasures to optimize the anti-money laundering supervision of the Q City Branch of the People’s Bank of China.These suggestions and countermeasures include: scientifically constructing the regulatory reporting system,improving the effectiveness of regulatory instruments,consummating the regulatory coordination mechanism and optimizing the regulatory resource allocation.Through an in-depth analysis of anti-money laundering supervision of the Q City Branch of the People’s Bank of China,this paper attempts to provide effective suggestions of the practice of anti-money laundering supervision for the grass-root branches of the People’s Bank of China,continuously improve the working level of anti-money laundering supervision for the grass-root branches of the People’s Bank of China,and promote the healthy and stable development of the regional financial industry. |
