| The equalization of basic public services in urban and rural areas is an important manifestation of promoting social equity and enhancing people’s livelihood and welfare,and it is also an inevitable choice for alleviating poverty and promoting rural revitalization.In 2021,the "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization" pointed out that improving the level of basic public services in rural areas is an effective measure to consolidate and improve the results of poverty alleviation and continue to promote rural revitalization in poverty alleviation areas.In the same year,the Fourteenth Five-Year Plan for the National Economic and Social Development of the People’s Republic of China and the Outline of Long-Term Goals for 2035 clearly pointed out that to implement the rural revitalization strategy,we must continue to make efforts to promote the equalization of basic public services in urban and rural areas,and focus on increasing rural areas.The provision of public services such as education,medical care,and elderly care,promote the unification of urban and rural basic public service standards and system integration,and improve the level of equalization of basic public services in urban and rural areas.This is the Party Central Committee’s once again taking the realization of equalization of basic public services in urban and rural areas as an important strategy for promoting rural revitalization.My country has achieved a comprehensive victory in poverty alleviation.However,the resolution of absolute poverty under the current poverty standard does not mean the end of poverty reduction.In the stage of consolidating and expanding the results of poverty alleviation and comprehensively promoting rural revitalization,the focus of poverty management in my country will be eliminated.Absolute poverty has shifted to alleviating relative poverty and managing multidimensional poverty.Faced with the characteristics of my country’s relatively multi-dimensional poverty in the post-poverty era,the equalization of basic public services in urban and rural areas has similarities with the governance of relatively multi-dimensional poverty in terms of policy goals and policy orientations,and the equalization of urban and rural basic public services is transformed into a relatively multi-dimensional poverty governance.Provides more specific poverty reduction goals.Existing research also shows that my country’s poverty alleviation has achieved an overall victory,and the equalization of basic public services is an indispensable main driving force.The inequality of public services is an important cause of income inequality and living standards,and the construction of a complete public The service system can significantly reduce the living burden of the poor and increase their development opportunities.Therefore,improving the level of equalization of basic public services in urban and rural areas plays an important role in both the absolute poverty governance stage and the relative poverty governance stage.However,current scholars’ research mostly focuses on the poverty reduction effect of a single public service,and the multi-dimensional poverty reduction effect of the equalization of urban and rural basic public services remains to be studied.In view of this,this article will take the perspective of multidimensional poverty,from theoretical analysis and empirical testing,to comprehensively discuss whether the equalization of basic public services in urban and rural areas reduces multidimensional poverty,and through which channels to alleviate multidimensional poverty.First,based on the theory of equalization of basic public services and poverty governance,systematically studied the direct and indirect mechanism of equalization of basic public services in urban and rural areas on multi-dimensional poverty;secondly,analyzed the status quo of the multi-dimensional poverty reduction effects of equalization of basic public services in urban and rural areas;third,taking China’s31 provincial-level administrative units as the research object,constructing an evaluation index system from three aspects of education services,medical and health services and social security services,comprehensively measuring the basic public services in rural and urban areas in each province from 2009 to 2018.It also uses the information entropy function method to construct a basic public service equalization index,which measures the degree of equalization of basic public services in various provinces;fourth,based on the five issues of China in 2010,2012,2014,2016,and2018 The Family Tracking Survey(CFPS)data constructs a multi-dimensional poverty evaluation index system from five aspects of income,education,employment,health and living standards.The Alkire-Foster method is used to calculate the multi-dimensional poverty index of China’s provinces and measures the multi-dimensional poverty index of each district;Fifth,using the reduction of the multidimensional poverty index as the evaluation criterion of poverty reduction effect,empirical analysis of the multidimensional poverty reduction effect of the equalization of basic public services in China’s urban and rural areas;finally,an empirical analysis of China’s urban and rural basic public services combined with the mediation effect model The effect of equalization and the quality of regional economic development on multi-dimensional poverty.The research results show that: First,the equalization of basic public services in urban and rural areas can play a multi-dimensional poverty reduction effect through direct and indirect mechanisms;Second,the equalization of basic public services in urban and rural areas in China has achieved remarkable results in poverty reduction,but there are also some restrictive factors;Third,there are significant differences in the degree of equalization of basic public services in various provinces,municipalities,and urban areas.Fourth,China’s multidimensional poverty index is declining year by year,and the regional multidimensional poverty status has been significantly improved,but there are certain differences in multidimensional poverty levels between regions The regional distribution of China’s multi-dimensional poverty index presents a pattern of high in the west and low in the east.Fifth,the equalization of urban and rural basic public services and the quality of regional economic development are conducive to alleviating the degree of regional multidimensional poverty.The quality of economic development indirectly exerts a multi-dimensional poverty reduction effect.Therefore,this article puts forward relevant countermeasures and suggestions from the aspects of strengthening the efficiency of public service poverty reduction,consolidating the results of poverty alleviation and promoting rural revitalization.The solution of these problems will help improve the existing poverty alleviation theories,better play the role of equalization of basic public services in urban and rural areas,and help cope with more complex and multidimensional relative poverty problems. |
