Research On Joint Law Enforcement Of Water Administration Under The Background Of River Chief System

The river chief system is an significant plan for holding the rivers’ healthy life and implementing the ecological civilization strategy in China.Joint law enforcement of water administration is an efficacious step,to dismiss all kinds of current illegal activities in complex water affairs.Heightening the efficiency of water administrative law enforcement and starting point for strong supervision of water conservancy industry is the meaning of the Joint law enforcement of water administration.Deepening the operation of water administration joint law enforcement mechanism which is based on the platform of river chief system has important meaning.This article selects the Yellow River section of Shaanxi where there are many water disputes and the effect of joint water administrative law enforcement activities under the background of the river chief system is more significant,and uses system theory and coordination theory to analyze and explore the situation of water administrative joint law enforcement in the Yellow River section of Shaanxi.Problems in the implementation of joint water administration law enforcement in the Yellow River section of Shaanxi.During the actual survey conducted by the author in the Yellow River section of Shaanxi,the author summarized four problems: The existing normalized joint law enforcement mechanism has not been established.The depth and breadth of the joint law enforcement have some shortcomings.And the same time,making in-depth play longer exist will take time,joint law enforcement of the law on the basis of not clear,joint law enforcement guarantee,operation mechanism and supervision has not set up.Based on the above question,put forward policy recommendations to improve the joint law enforcement of water administration.First,full play to the production of river chief and establish the linkage mechanism of departments under the leadership of the river chief office should be promoted,also the working mechanism of the chief procurator and the chief sheriff should be promoted.The Second,water administrative joint law enforcement supporting legal system construction,improve water administrative laws and regulations,the same time formulate a system for joint law enforcement of river chief system and formulate a river chief system joint law enforcement system.The third,Strengthen the coordination and cooperation among joint law enforcement agencies,increase the awareness of tolerance and coordination,establish a list of law enforcement powers and responsibilities,build a law enforcement coordination platform,and effectively improve the capability of joint law enforcement operations guarantee;Fourth,we should establish a multi-level law enforcement model to enforce joint law enforcement,the before and in the middle of Law enforcement also is important.The mechanism for linking criminal justice with criminal justice has been improved.The last,should expand channels of joint law enforcement for public participation.To strengthen water administration joint law enforcement supervision and evaluation should be reinforced.In this way,the atmosphere of water administration joint law enforcement will get thicker and thicker.It is hoped that the joint enforcement of water administration will be carried out more effectively in the Yellow River section of Shaanxi.
