| Russia has a long history in the field of personal information protection.After the "Prism Gate" incident,Russia attaches more importance to the protection of citizens’ personal information,which enables the personal information of Russian citizens to be effectively protected in the international environment of information globalization.At present,the official promulgation of China’s personal information protection law is not far away.Studying and learning from the effective experience of other countries can provide help for China’s legislative work and even the implementation stage of the law in the future.In our country,on the one hand,due to the differences of language on the other hand due to the study of personal information rights protection mainly by European Union law as the main object of reason,the research of law of our country in Russia’s personal information is less,so the Russian legal system of personal information has added to the personal information in our country law research in the field of practical significance.In this paper,using the method of literature,the background in the legislation of personal information law and basic after carding,analysis the main content of personal information law and defining the relevant concepts of personal information,to determine the legislation mode of Russia’s personal information and the legislative spirit,focus on Russia in the personal information collection,storage and handling how effective legal protection measures.Using normative analysis method,this paper sorts out the current legislative situation of the Russian personal information law,summarizes the main changes of several amendments in the legislative activities,and analyzes the legislative spirit and original intention of the laws and regulations on this basis.This paper is divided into four parts.The first part,mainly introduces the overview of the Russian personal information law,understanding the meaning of personal information,introduces the main content of the Russian personal information law.The second part summarizes the characteristics of Russian personal information law legislation,which can be clear about the characteristics of Russian personal information law legislation.The third part compares the Russian personal information law legislation with the Chinese draft,and proposes that the draft of our country ’ s personal information law is insufficient.Our country can learn from the Russian personal information law legislation.The fourth part,combined with the full text,discusses which provisions in the Russian personal information law legislation should be studied in our country,and analyzes how our country should learn from the effective experience of the Russian personal information law legislation. |
