Research On The Path Of Social Work Participating In Rural Community Governance Under The Background Of Three Societies Linkage

With the developing of the strategy for rural revitalization,it is essential to improve the quality of development and governance of rural society to narrow the gap between the urban and rural communities.For example,the Three Societies Linkage program,which is popular in urban communities,has been contributed in rural society to maintain the sustainable development of rural society.This article is going to learn from the literatures of predecessors comprehensively and study what is the operation mode and the effect of social work with the Three Societies Linkage program at the rural community C of Y county.Rural community C cannot benefit from the urban economic development,because it is located in a remote mountainous area.Additionally,the governance level of community C needs to be improved urgently to decline the issues of internal governance system.This article analysed the framework based on the field theory and governance theory,it used the methodologies of questionnaire surveys and in-depth interview to collect and analyse the demand information from the residents in community C.Also,this article focused on studying how does the Three Societies Linkage program work.There are several methods to promote the continuous innovation and optimization of the Three Societies Linkage program in community C to achieve the expected results in response to the issues of rural community governance.Firstly,develop the social organization;secondly,transform core concept of community from the administration to service;thirdly,strengthen the talent reserves of rural society;fourthly,improve the multi-collaboration system;fifthly,specific the functions of the township government;lastly,establish the new rural rules and mechanisms for rural society.This article has four parts.The first part presented the earlier stage about the purchase of services by the rural community government and stated the theoretical support and practical significance of the research.Meanwhile,related literatures on rural communities and its governance at home and abroad were carefully consulted and summarised in this part,which mapped the theoretical basis and main idea for this article.The second part described the regional situation and the main characteristics of community C,and the questionnaire survey collected from the residents was analysed to specific understand the current situation of Three Societies Linkage in this community.With the practical operation of the project,the achievements and challenges,such as the one-sided and fragmented governance structure of rural communities and the sustainability of project results is difficult to effectively achieve,were addressed specifically.The third part analysed the intervention dilemma of social work in the Three Societies Linkage project from multiple perspectives,such as the exogenous intervention of social organizations,administrative constraints of community work,lack of internal force of social workers,negative constraints of rural culture and morality,and imbalanced cooperation between multiple subjects.The fourth part designed the optimal solutions for the issues in community governance.For example,the localized development of social organizations,the transformation of communities from administrative to service,strengthening the reserve of rural social talents,improving the system of pluralist collaboration,clearing the functions of the township government,and establishing new models.This article focuses on the perspective of social work disciplines,combined with local reality and economic and political level and through the practical research of the three societies linkage program in community C,proposed a systematic social work intervention in rural governance optimization strategy,and strives to improve the status of social development in rural communities and create the situation of multi-subject collaboration to improve the system management,aims to achieve the perfect connection and cooperation between grassroots governments,social work organizations,social organizations and villagers,in order to continuously improve the level of public services in rural communities,so that the development of rural communities can truly benefit farmers and provide support for the promotion of rural revitalization strategies.
