Vulnerability Assessment Of Natural Disaster Emergency Logistics System In Hebei Province

With the development and progress of society,people’s prediction of natural disasters has reached a relatively accurate degree,but the occurrence of natural disasters will still cause serious consequences.The emergency logistics system plays an important role in the process.The emergency logistics system is a collection of command,materials,distribution,information feedback,facility personnel in the integration of complex system,the emergency supplies purchasing ability,the ability of emergency supplies reserves,transportation and distribution capabilities,policy support and implementation ability,environment and information communication system coupling.The assessment of emergency logistics system can determine the overall degree of vulnerability,and the vulnerability state of emergency logistics system can not reflect the degree of interaction and coordination among its various parts.If the emergency logistics system is to operate stably and play its full role,then the key fragility factors in the system should be found,and the five parts of emergency logistics procurement,emergency material storage,transportation and distribution,policy support and implementation,environment and information communication should be coordinated with each other,and the overall vulnerability should be reduced.At present,most of the literature studies are focused on social and economic vulnerability,and there are few studies on the vulnerability of emergency logistics system.In today’s frequent natural disasters,how to ensure the emergency logistics system to operate at a high speed when the disaster comes is something we should pay attention to.This article from the emergency logistics system overall vulnerability and vulnerability of each component,in hebei province as an example,first of all,from the operation of emergency logistics system of selecting primary index and emergency supplies purchasing ability,the ability of emergency supplies reserves,transportation and distribution capabilities,policy support and implementation ability,environment and information communication these five aspects,and then according to the five part selected secondary indicators,construction of emergency logistics system vulnerability assessment system,secondly combining the research content and the object of study,this paper analyses the part in this paper,the overall vulnerability and vulnerability assessment method,This paper cites a large body of literature on vulnerability assessment,After comparative analysis,it is decided to adopt the comprehensive index method to evaluate the overall vulnerability of the emergency logistics system and establish the overall vulnerability evaluation model of the emergency logistics system,and build the evaluation model of the overall vulnerability of the emergency logistics system.Aiming at the fragility of each part of the emergency logistics system,this article also refers to the coupling concept,and obtains the coupling coordination degree model,and the vulnerability degree of each part is judged by evaluating the coupling coordination degree of each part.Finally,the data are put into the model for calculation and the calculation results are analyzed.According to the results,discordant factors are found out,and then the key brittleness factors of system in Hebei Province are found out by the method of obstacle degree analysis,and solutions are put forward according to the problems found..
