| "Micro-corruption",like general corruption,refers to an act of private use of public power by public officials."Micro-corruption" is a corruption caused by micro-power.Its core highlights is a "micro",which not only refers to the low level of corruption subjects that are not noticed by people,but also refers to that it is easy to be ignored by people."Micro-corruption" is playing the edge of the law.It is between "human sentiment" and "reason and law".Under the cloak of the legality of "human sentiment",it is not taken seriously by people and can breed and spread.It is precisely because of the inconspicuous "micro-corruption" that people think that "micro-corruption" does not cause much harm,but in fact,"micro-corruption" has seriously endangered the stability of grassroots society,and the subculture of "micro-corruption" and "micro-corruption" violating the principles of social fairness and justice has become an important hazard to grassroots society."The foundation is not strong,the ground is shaking." Therefore,it is necessary to strengthen the governance of grassroots micro-corruption,severely punishing grass-roots "micro-corruption" behavior,eliminating the negative consequences of "micro-corruption",and maintaining social stability.This article takes village officials as the main body to study the phenomenon of "micro-corruption" of village officials.In rural China at this stage,village officials are a special group.They have multiple roles such as "village leader","government agent",and "rational economic-man".They are a bridge connecting the people and the grassroots government.The government assists the government in dealing with government affairs;inspires the people to understand the conditions,opinions,and needs of the people.The role of village officials is irreplaceable.It not only affects the specific implementation of policies,but also affects the image of villagers towards the grassroots government.Therefore,it is of great significance to rectify the corruption that occurs around the masses.It can not only protect the interests of the villagers,but also purify the grassroots political ecology.Therefore,it is particularly important to study the characteristics of the "micro-corruption" of village officials at this stage,and to explore the generation logic and governance path of the "micro-corruption" of village officials.The research content of this article consists of six parts: The first part is the introduction,which mainly introduces the research background,research significance,research summary,research ideas and innovations of this article,and gives a general introduction to this article to pave the way for the full text.The second part is related concept definition and theoretical basis.Explain the main concepts of corruption,"micro-corruption" and village officials’ "micro-corruption" in this article,and then explain the related theories involved in this article to provide theoretical support for this article.The third part is that this article screened 397 cases of village official corruption from the website of the Central Commission for Discipline Inspection website.This part mainly analyzes the types and characteristics of village official corruption and the evolution and development trend of village official corruption based on the cases.The fourth part analyzes the generation logic of village officials’ "micro-corruption".The idea that this part follows is to generate corruption motives-obtain opportunities for corruption-produce corrupt behaviors.Starting from motives-opportunities-behaviors,a complete and systematic analysis of the village officials’ motives and opportunities for corruption,as well as the harm caused by their behaviors.The fifth part is to put forward countermeasures against the "micro-corruption" of village officials.It is proposed to build an anti-corruption governance system that "does not dare to be corrupt","cannot be corrupted",and "does not want to be corrupted".The sixth part is the conclusion,which summarizes the content of the previous article. |
