Rural Grass-roots Party Organizations In The Rural Revitalization Strategy Research On Function

Research on the importance of rural grassroots party organizations has always been the focus of theoretical research on party building.Since the party and the state implemented the rural revitalization strategy,the role of rural grassroots party organizations has become increasingly prominent.The specific role of rural grassroots party organizations has also become an important research direction.On the basis of reviewing the important expositions of General Secretary Xi Jinping on the construction of grass-roots party organizations,this article focuses on how rural grass-roots party organizations can play their role in rural revitalization.From a theoretical basis,on the one hand,rural grassroots party organizations have demonstrated their leadership in rural revitalization through five aspects: organization setting,responsibilities and tasks,institutional mechanisms,discussion and decision-making,leadership and guarantee;on the other hand,rural revitalization strategy It puts forward specific requirements for rural grassroots party organizations in five aspects: strengthening political leadership,driving the development of rural industries,realizing rural ecological livability,leading rural customs and civilization,and promoting effective governance at the grassroots level.Guided by General Secretary Xi Jinping’s important exposition on the construction of grass-roots Party organizations,this paper conducts research on how rural grass-roots Party organizations play their role in rural revitalization.From the theoretical basis,on the one hand,rural grass-roots Party organizations show the core position of rural revitalization leadership through organizational setting,responsibilities and tasks,system and mechanism,discussion and decision-making,leadership and guarantee.On the other hand,the rural revitalization strategy puts forward functional requirements for the rural grass-roots Party organizations in five aspects: strengthening political leadership,driving the development of rural industries,realizing the rural ecological livability,leading the rural customs civilization,and promoting the effective governance at the grass-roots level.This article uses questionnaire survey method and case interview method to conduct field surveys in Chang’an District,Xi’an City,collect data and analyze the status quo of the role of rural grassroots party organizations in the rural revitalization strategy.On the basis of combing the status quo,we summarized the existence of rural grass-roots party organizations in Chang’an District,Xi’an,and the existence of fictitious life in village party branches,insufficient capacity of rural grass-roots party organizations in overall planning for industrial development,and insufficient efforts to build "software" in beautiful and livable villages.,Weak leadership in cultural construction and poor integration of operational mechanisms and new governance models.The main reason is that the quality of life of rural grassroots party organizations is not high,the brain drain of rural grassroots party organizations,and the overall rural development is backward.Based on the model analysis of three typical innovation cases in Chang’an District,this article concludes that rural grassroots party organizations can replicate and promote successful experience in developing rural collective economy,building beautiful and livable villages,and training and developing talents.Leading and driving rural reform and development,strengthening organization construction,and promoting talent revitalization to improve the role of rural grassroots party organizations in rural revitalization.Opinions and suggestions.
