In September 2006,at the teleconference of "strengthening the self construction of the government and promoting the innovation of government management",it was pointed out that performance evaluation is an important system,which can guide the government and its staff to establish a correct value orientation,and guide them to do their work conscientiously.It can be seen that performance evaluation is one of the methods to understand the implementation of policies and promote the implementation of policies.In February 25,2021,Xi Jinping made an important speech in the eighteenth three National Conference on the work of summing up the achievements of the national rural poverty alleviation and critical work,solemnly announces to the party that after the joint efforts of the whole Party and people of all ethnic groups,this year,China has welcomed the important international historical moment of the 100 th anniversary founding of the CPC.Under the current standard,all the 98.99 million rural poverty-stricken people have been lifted out of poverty,832 rural poverty-stricken counties have been lifted out of poverty,128000 rural poverty-stricken villages have been lifted out of poverty,and the problem of regional rural poverty-stricken population has been fundamentally solved,We have accomplished the arduous goal and task of eradicating absolute poverty this year.Next,we need to do a good job in monitoring the population that is easy to return to poverty.We need to cultivate and support the industrial needs of the poverty-free areas for a long time.We also need to do a good job in supporting the people who are relocated from other places.We also need to help the poverty-free counties to get on the horse and send them off.We need to maintain the overall stability of the main assistance policies and firmly hold the bottom line that there will not be a large number of large-scale poverty-stricken areas.Although the targeted poverty alleviation work is over and absolute poverty has been eliminated,the poverty alleviation work is still on the way,and its performance still needs to be evaluated.Therefore,it is necessary to understand the current situation of poverty alleviation performance evaluation and improve the effectiveness of poverty alleviation performance evaluation.In this paper,R county is selected as the sample point.Firstly,the research results of experts on targeted poverty alleviation and its performance evaluation mechanism are collected from the public management academia,and the research direction is clear.Secondly,based on the three basic theories of performance evaluation theory,participatory development and social capital,with participatory research as the main research method,using the methods of field survey,this paper analyzes the evaluation methods,evaluation procedures,evaluation index system,evaluation subject,performance feedback stage,evaluation process,evaluation index system and so on This paper expounds the current situation of performance evaluation of targeted poverty alleviation in R county from six aspects,such as public satisfaction survey,and analyzes the problems and possible reasons in the current situation of performance evaluation in R county from the aspects of work publicity,evaluation index design,evaluation method,evaluation subject’s own ability,evaluation subject’s diversity,performance feedback,performance improvement,etc,Then put forward the improvement strategy of performance evaluation mechanism of targeted poverty alleviation in R County,including establishing institutionalized and legalized performance evaluation system,improving the performance evaluation index system,combining a variety of performance evaluation methods,constructing diversified evaluation subjects,and improving the application value of performance evaluation results of targeted poverty alleviation in society.
