Research On Guarantee Of Villagers’ Participation System In Rural Planning From The Perspective Of Rural Revitalization

China’s rural areas have been facing the problems of economic development and rural governance for a long time.The presentation of the 19 th National Congress of the Communist Party of China provide the "Rural Revitalization Strategy" for the first time,which fully reflects the country’s high attention to the "three rural issues".The revitalization of rural areas is the top priority of the whole Party’s work,emphasizing that the development of rural areas should realize the coordination and unity of industry,ecology,economy,rule of law and culture.As an important part of the construction of rural rule of law,villagers’ participation in rural planning and management is the main way for villagers to participate in the governance of national public affairs."Rural revitalization,planning first",rural planning is not only a construction management activity under the guidance of the state in accordance with legal procedures,but also an important means to deepen the grassroots democratic consultation system and enhance the ability of autonomy in rural society.In order to achieve the goal of "effective governance",it is necessary to improve the legal guarantee system of villagers’ participation in rural planning,and strengthen the villagers’ participation in the preparation and implementation of rural planning.Based on this,this paper summarizes the legal system of villagers’ participation in rural planning,and analyzes the necessity of villagers’ participation in rural planning.Secondly,it analyzes the relevant contents of the current legal guarantee system of villagers’ participation in rural planning.From the perspective of villagers’ right to participate in rural planning,it analyzes the problems existing in the legal guarantee system from five aspects: Planning participation matters,planning legislative content,planning compilation procedure,supervision and guarantee mechanism,and right relief.Finally,the paper puts forward the basic principles of optimizing the legal guarantee mechanism of villagers’ participation in rural planning from the perspective of rural revitalization,and puts forward a series of optimization strategies.Based on the perspective of rural revitalization,this paper studies the legal guarantee system of villagers’ participation in rural planning,in order to improve the system of villagers’ participation in rural planning,clarify their rights of participation,enhance the ability of villagers’ rural autonomy,achieve the overall goal of rural governance,and promote the effective governance and comprehensive revitalization of rural society.
