Study On The Performance Of Government Functions In Rural Industrial Integration In G District Of Yangzhou City

Rural industrial integration is the main measure to solve the "three rural" problems under the new normal.Since the concept of promoting the integration and interaction of rural primary,secondary and tertiary industries was first put forward at the central rural work conference in 2014,governments at all levels across the country have been actively exploring the development path of rural industrial integration,and regard rural industrial integration as one of the important measures to realize rural revitalization.At present,China’s local governments’ discussions on policy guidance,capital guarantee,talent support and infrastructure improvement in rural industrial integration belong to the primary stage.How to effectively give full play to government functions,provide good public services and create a good macro environment for rural industrial integration is one of the issues of general concern of governments at all levels.At present,G District of Yangzhou has made active exploration in rural industrial integration and accumulated some experience.Based on the new public management theory,the new public service theory and the service-oriented government theory,this paper uses the research methods of literature research,investigation and analysis and comparative analysis to analyze the function performance,existing problems and reasons of Yangzhou g district government in rural industrial integration.Through the research,it is found that G District of Yangzhou promotes rural industrial integration by formulating industrial development plan,establishing operation management mechanism and promulgating policies to support and benefit agriculture,but there are still some problems in the management function of rural industrial integration,such as inadequate implementation of policies and difficulties in planning implementation;In terms of service functions,there are three problems:insufficient infrastructure,insufficient talent supply and insufficient overall coordination;In terms of guiding function,there are deficiencies in guiding the construction of regional brands,the establishment of agricultural risk prevention awareness and the establishment of diversified financial channels to support agriculture.On this basis,it further explores the main reasons for these problems:complex environment,lack of ability to perform duties,weak consciousness,difficult planning and implementation,insufficient investment and lack of participation of multiple subjects.Finally,in view of the above problems,by analyzing and drawing lessons from the experience of Japan,Rudong County of Nantong City and Liuhe District of Nanjing in the performance of government functions in rural industrial integration,this paper puts forward that:through taking multiple measures at the same time to ensure the implementation of preferential agricultural policies,based on reality,optimize industrial development planning to strengthen government management functions;Optimize the government’s service function by improving agricultural infrastructure,cultivating agricultural professionals and giving full play to the role of overall planning and coordination;The guiding function of the government can be brought into play by guiding agricultural business entities to establish regional brand awareness,actively carrying out agricultural insurance projects,establishing diversified financial channels to support agriculture and cultivating diversified agricultural business entities.It provides replicable and reference experience for realizing rural industrial integration in G district and other areas of Yangzhou city.
