The report of the 19th National Congress of the Communist Party of China focused on one point in a large length,that is,to deepen the profound transformation of the functions of our government itself,further simplify administration and delegate power,strengthen the improvement of government credibility and execution,and establish a service-oriented government that makes the people more satisfied.Our party has just held the Fifth Plenary Session of the 19th Central Committee,which is emphasized in the report that we should coordinate and pay close attention to the modernization of China.Among China’s civil servants,grass-roots civil servants account for a considerable proportion.They are very important in providing public services and public goods to the public.The level of public motivation of these people is closely related to whether the government functions are good or not.Based on this,this paper aims to clarify the public service motivation of China’s grass-roots civil servants,analyze their shortcomings,and give reasonable solutions to improve the level of these people in providing public services and products for the public,so as to continuously improve the level of service-oriented government advocated in recent years and deepen the improvement and transformation of government functions,Enhance the work execution and social credibility of government departments.This paper takes the grass-roots civil servants from Q City,Shandong Province as the research object,and makes an overall use of questionnaire survey and in-depth interview.Referring to Perry’s classic four-dimensional scale,the topics were adjusted appropriately,and a four-dimensional 20 topic scale including "eager to participate in public policy-making" was developed.It was pushed to the mpa class of Shandong University in the form of wechat "questionnaire star",so that the students could help push the electronic questionnaire among their colleagues,carry out relevant surveys,and conduct data analysis through SPSS software.At the same time,an interview outline was formulated and an interview was conducted with the grass-roots civil servants in Q city in the 2018 mpa class of Shandong University.Through the research,it is found that the grass-roots civil servants in Q city mainly have some problems in the motivation of public service,such as the lack of sense of social responsibility,the lack of awareness of public service,and the inability to deeply participate in the formulation of public policies.Further focus on social factors,administrative organizational factors and personal factors to explore the impact of relevant factors.Finally,it puts forward a series of effective countermeasures to improve the public service motivation of grass-roots civil servants in terms of improving their own quality,improving the external supervision of grass-roots civil servants,and enhancing the social recognition of grass-roots civil servants.
