Research On The Risk Assessment Of Public Safety For Urban District ——Take A Certain Area In The Southwest City As An Example

With the rapid advancement of urbanization process in China,as an important space of human survival and development,the city gathers a large number of people.The superimposing of disasters and accident risks,bringing severe challenges to public safety management.The outbreak of COVID-19,promoting urban public safety management to a new height.,the concept of safe operation of the city gradually attracted the attention of the government and the public.Southwest city is an important strategic location for western development,carrying oversized population scale and development pressure,its public safety risk problem is more concentrated.Therefore,effective risk analysis and evaluation of public safety risks in this region has a good promotion for improving the public safety’s status and management in southwest cities.Based on it,this paper took a specific area of southwest city as the research object,combined with the characteristics of public security risks in southwest city,its main risk factors were analyzed through field research and related data analysis.And on this basis,the risk assessment index system of this area’s public safety in southwest cities was determined,the urban area’s public safety risk assessment model based on factor analysis was established.And then,the quantitative evaluation of this area was implemented,to provide a theoretical basis for improving the public safety management in the region.First of all,the current situation of public safety in this southwest urban area was clarified.Based on the characteristics of diverse and complex risk factors,serious consequences,and manageable risks in southwestern cities,the current situation of public security in a specific area of the southwestern city was analyzed from the perspectives of risk and vulnerability,the main risk factors in the region was sort out.Secondly,the public safety risk assessment index system of this southwest city was constructed.On the basis of analyzing the characteristics of public security risk factors in this southwest city,the perspective of corresponding risk and vulnerability are determined,and thus eight first-level indicators including natural disasters,accident disasters,social security incidents,public health incidents,population factors,infrastructure,resources and environment,and social security were determined.Then analyzed the elements that constitute these index,determined 88 element indexes that constitute the index system.Then the cluster analysis was used to optimize the evaluation index for eliminating redundant index,and finally 42 evaluation element index were determined.Then,the public safety risk assessment model in the southwest urban area was established.Through comparing the advantages and disadvantages of some quantitative risk assessment methods,the factor analysis method was finally determined as the evaluation method for this study.Finally,an example application to a specific area in the southwest city was carry out by using the established risk assessment model,and the main risk types and the overall public safety level of this area were obtained.According to the results,the risk level of some indicators were relatively high,such as robbery alarm,number of food sampling inspections,green space rate in built-up areas,road coverage rate,number of emergency drills,education investment,and regional GDP et.al,the overall level of public safety in this region was lower in 2015 and 2016.Combining the results of risk assessment and the current situation of public safety in this region,some targeted preventive measures and suggestions were put forword.
