Research On The Construction Of Harbin Digital Government

The Chinese government attaches great importance to the construction of digital government and speeds up the reform of government information construction system.Since the 18th CPC National Congress,General Secretary Xi Jinping has put forward the "Digital China" strategic thought,and the country’s "14th Five-Year Plan" has proposed unswervingly strengthening the construction of digital government to meet the needs of the modernization of government management and service development.In June 2019,heilongjiang Provincial government issued the "Digital Longjiang" Development Plan（2019-2025）to effectively promote the construction of digital government in Heilongjiang province,clarify government functions and service modes,and improve government governance system and government governance capacity.As the capital city of Heilongjiang Province,Harbin has made great efforts to develop digital government and promote the realization of major opportunities of joint construction,joint governance and sharing.At present,the construction of digital government in Harbin has begun to take shape,and the framework system of "all-in-one network operation" has been basically established.So the Harbin city digital government construction related issues,to promote the construction of national digital China strategy in Harbin city government in the implementation,improvement of Harbin city digital management ability and service level of the government,further promoting the construction of digital government in Harbin,still can make digital government construction theory research related to further enrich and rich.It has strong practical and theoretical significance.In this background,based on the number of the construction of the government perspective,to Harbin digital government as the research object,based on the theory of new public service theory,a service-oriented government,network governance theory,synergy governance theory and other related theories,using literature analysis,theoretical analysis,investigation method and comparative research,as the research analyze the current situation of the construction of digital government in Harbin.It is found that there are still some problems in the process of digital government construction in Harbin,such as imperfect overall management system and mechanism of digital government construction,low public participation in digital government construction,low level of data opening and sharing,hidden danger of government information security,low level of digital professional level of government personnel.The reasons can be summarized as insufficient service concept centered on public demand,lack of public participation experience,weak concept of data opening and sharing,lack of professional supervision system and insufficient attention to professional talent team construction.By learning from the construction experience of Los Angeles in the United States,Vancouver in Canada,Frankfurt in Germany,Seoul in South Korea and Shenzhen,Nanjing,Hangzhou and Dalian in China.This paper summarizes the enlightenment of constructing professional digital government construction team,paying attention to the interaction between government and people oriented by users’ needs,strengthening government data sharing,and paying attention to information security guarantee.On this basis,put forward about the countermeasures and Suggestions to the construction of digital government in Harbin,including perfect digital government as a whole management systems and mechanisms,improve the public participation,establish and improve the data sharing a long-term mechanism,build a data safety standard system,to build digital professional talent team and other countermeasures,so as to provide reference for digital government construction in Harbin.Promote the construction of Harbin digital government and realize the modernization of governance capacity.
