Research On The Construction Of Digital Government Service In Dazhou City Of Sichuan Province

With the wide application of digital technology and the continuous expansion of network boundaries,local governments have begun to actively launch the service platform of "all-in-one",which not only provides convenience to the people,but also poses new challenges to government services.In 2019,the fourth Plenary Session of the 19th CPC Central Committee proposed for the first time to promote the construction of digital government,and made a series of important arrangements for adhering to and improving the socialist administrative system with Chinese characteristics and building a government governance system with clear responsibilities and law-based administration.In accordance with the national "14th Five-year Plan",Sichuan province formulated the "14th Five-year Plan" of Digital Government Construction in 2021 based on its own reality.As the "east gate" of Sichuan Province,Dazhou has also made some progress in the construction of digital government services,promoting the "Internet access" and building the "Aidazhou" city access APP.Policy documents such as The Implementation Plan for Accelerating the Provincial Integrated Government Service Platform to Further Deepen "Internet+Government Service" in Dazhou City and the 100-Day Action Plan for In-depth Implementation of sichuan Province’s "One-Network Access Office" capacity Improvement have been successively issued.It points the way forward for the continued reform of "delegating power,delegating power,improving regulation,and providing services",for the full realization of the goals of digital government services,and for enterprises to "enter only one door" and "run at most once".Based on the background of The Times,taking digital government services in Dazhou city as the research object,using methods such as literature research,qualitative analysis and comparative analysis,this paper briefly summarizes the status quo of digital government services in Dazhou City,and finds that there are certain deficiencies in the process of development of digital government services in Dazhou City.It is manifested in the lack of digital literacy of service personnel,the weak foundation of digital technology,the unintegrated digital system and the deviation of the implementation of digital integration.The causes can be attributed to the talent guarantee mechanism to be strengthened,the insufficient support of service informatization,the poor construction of government affairs platform and the blind implementation of ignoring the sense of public gain.The successful experience of promoting digital government service at home and abroad is compared by comparative analysis method,and several experiences and inspirations are drawn,such as optimizing platform operation and management,promoting the construction of integrated service-oriented government,strengthening the operation and construction of network government platform,and focusing on user demand-oriented.On this basis,aiming at the deficiency of digital government service in Dazhou city,this paper puts forward some countermeasures and suggestions,such as improving the digital literacy of the subject and object of government service,strengthening the construction of digital technology,perfecting the digital government system and optimizing the path of digital fusion.
