A Study On Public Participation In The Preservation Of Historical And Cultural Blocks In The Downtown Area Of Shanghai

A city is not a simple accumulation of buildings,and its historical and cultural features can reflect its heritage.Since the opening of Shanghai’s commercial port in 1843,many architects from home and abroad have built a large number of buildings in Shanghai,which can reflect the characteristics of Chinese and Western culture,forming the unique historical and cultural features of Shanghai.In recent years,Shanghai has paid more and more attention to the protection of historical and cultural blocks.It has designated 44 historical and cultural features protection areas,12 of which are located in the downtown area of Shanghai.Under the government-led protection mode,Some progress has been made in protecting historical and cultural blocks.On the other hand,the public gradually began to participate in the protection of historical and cultural blocks in the downtown area of Shanghai.However,the degree of participation of different public groups was different.At present,there are the following problems in public participation in the protection of historical and cultural blocks in the downtown area of Shanghai:the government’s inadequate guarantee of the right of public participation,the government’s different emphasis on the subject of public participation,the lack of awareness of direct stakeholders,and a considerable number of the public do not have the ability to participate.The reasons are that the legal system of public participation is not perfect,the government’s understanding of public participation is not sufficient,the government’s propaganda and education of public landscape protection is not in place,the negative public participation subjects are not driven by identity,and the participation role of social organizations is limited.Drawing on the experience of the public participation in the protection of historical and cultural blocks in developed countries represented by the United Kingdom and Japan,the substantial participation of the public needs to be guaranteed by laws and regulations,supported and encouraged by institutional policies,and the public’s spontaneous awareness and ability to participate,among which social organizations have played a very important role.Therefore,in order to promote the public participation in the protection of historical and cultural blocks in the downtown area of Shanghai.First of all,the institutional construction of public participation should be strengthened by strengthening the concept of public participation,perfecting the legal guarantee of public participation and implementing the feedback of the results of public participation.Secondly,the participation quality of the public subject can be improved by improving individual participation consciousness and ability and cultivating and developing social organizations.Thirdly,the proposal can take giving represents more roles and public power,public participation in the incentive policy,optimize "Internet +" participation channels these three measures,and public participation in the "top-down" and "bottom-up" together,to promote public participation in the Shanghai downtown to protection of historical and cultural development of substantive participation.Finally the preservation of historical and cultural blocks in the downtown area of Shanghai will realize the good governance.
