Study On Network Public Opinion Governance Of Major Infectious Diseases In Wenzhou

Major infectious diseases have a wide range of infection and great harm in a short period of time.They will pose a threat to public health and attract people’s attention,and also easily trigger online public opinion,which not only interferes with the normal implementation of anti-epidemic work,but also causes people’s psychological panic and impacts on society.Therefore,local governments must attach great importance to the management of online public opinions on major infectious diseases.Based on the crisis management life cycle theory and collaborative governance theory,this article uses literature research,questionnaire surveys,interviews,comparative analysis and other research ways to study the online public opinion governance of major infectious diseases in Wenzhou City,taking the new crown pneumonia epidemic as an example.The author believes that Wenzhou City has made arduous efforts in responding to the online public opinion of the new crown pneumonia epidemic and has also achieved considerable results.However,from the perspective of higher standards and stricter requirements,there are still the following shortcomings: the prediction of online public opinion is not accurate enough,the response is slow,the content of the official response is too simple,and the form and means of official information release are relatively simple.The main reasons for the above problems are: the degree of coordination between relevant departments is not high,the unique characteristics and evolutionary laws of online public opinion are not clearly understood,the cooperation between the government and social forces is extremely weak,and the institutional system for responding to online public opinion is not sound.Basing on drawing lessons from the useful experience of Hangzhou,the thesis proposes the countermeasures for the optimization of the online public opinion governance of major infectious diseases in Wenzhou: First,strengthen the coordination and cooperation between departments and units: scientifically allocate the work responsibilities of relevant departments to achieve "emergency" Work to“normalize” the extension and transformation of work,establish a collaborative monitoring and analysis mechanism for major infectious disease epidemics online public opinion;secondly,tap and play the role of social forces: consolidate the main responsibilities of online enterprises and online platforms,and make rational use of“Internet opinion leaders” ",to guide the majority of netizens to establish a correct"Internet view";thirdly,establish and improve the regulations and rules for the disposal of online public opinion: enhance and revise the "Wenzhou City Network Public Opinion Management Measures",upgrade the online publicity spokesperson system,and create linkages with other platforms and systems Mechanism;finally,grasp the law and adopt more targeted strategies and methods: combining "sparse" and "blocking",cleverly reset the topic of online public opinion to shift the attention of netizens,and develop and use special technologies to detect the possibility of online public opinion in time.
