Research On Optimization Of Emergency Management System Of Northwest Minzu University

As the important part of social governance work in China,emergency management is the key point of enhancement of social governance system and governance capacity.Minzu Colleges have made important contributions to the talent cultivation of ethnic minority in China,and will still play an important role in the whole education system.In recent years,emergency management in Minzu Universities have concerned intensively because the increase of unsafe-events about ethnic conflicts and ethnic culture differences.With the increase of the student’s number from ethnic minority areas in colleges and universities,student’s structure of Minzu Colleges has became more complicated and varied.The reason for campus conflicts became greater diversity for this kind of change.And the improvement of campus governance capabilities and emergency management system construction demand more requirements in Minzu Universities.With an eye to the current situation of the emergency management in Northwest Minzu University recent years,pro-phase survey provides a solid foundation for this paper.Applying the theory of 4R and Crisis Management,the author analyses the existence questions of four stages(reduction,Readiness,response,recovery)of emergency management in Northwest Minzu University.And it can be concluded that the idea of emergency management lags behind,the organization of emergency management is unperfected,the early-warning system is not well developed,the emergency disposal is not in time,publicity and education on emergency is not enough and psychological intervention is deficient.At the same time,this paper deeply analyzes the causes of these problems combined with 4R theory.On the basis of learning emergency management experiences of domestic and foreign universities,this paper has put forward to updating the ideas of emergency management in universities,clearing the division of responsibility of emergency management organization,perfecting the early warning system,strengthening publicity and education and offering psychological counseling services,etc.The paper has aimed at providing theoretical direction of crisis management of Northwest Minzu University and building of safe campus environment.The paper may be a reference to the improvement of the current situation of emergency management and optimization of the emergency management system in Minzu Universities.The author expects that the paper will make contributions to maintaining a safe campus in Minzu Universities,to the construction of harmonious campus environment and to the development of the society.And further,the paper may provide reference to emergency management of other organizations and fields.
