County Sages Participating In The Study Of Wenzhou Rural Governance Path Under The Background Of Rural Revitalization

In recent years,the urbanization process of our country is faster,but the problems relating to rural,agriculture and farmers(referred to as "three rural problems)remain the fundamental problems in our country.The report to the nineteenth National Congress of the Communist Party of China puts forward that we should implement the rural revitalization strategy to build up a prosperous and livable country with civilized people and effective management.We can encourage and guide a group of people who are deeply love their hometowns and have a good culture and public spirit.Most of them take office in the rural public affairs or have certain influence in some aspects,including rural officialswho play a important role in rural construction and management,literati scholars,retired officials,entrepreneur,science and technology workers,moral models and overseas Chinese.They come back to the countryside to carry out the rural revitalization.As the pilot city,Wenzhou has many governance case of county sages and finds out it’s own way in the implementation of the rural revitalization strategy.Based on the theory of public value management,this paper analyzes the inevitability of the sages of counties and townships participating in rural governance in Wenzhou under the background of rural revitalization.The reason lies in using all possible measures and resources to promote rural elites to participate more in rural political,economic,cultural,social and ecological development.In addition,this paper will elaborate four typical cases,first,Wencheng county started the "rural talent integration" project with preferential policies;second,it built a "cultural center" dominated by culture;third,it built a "celebrity village" by strengthening the governance of Yongjia County;third,it formed a rural complex built by villages and enterprises.Then,we will also reference two other cases,which are technical guidance of a head professor "puppet" of the Wuyantou village and "township" model of Moganshan town.And the results and paths will be analyzed,thus put forward the scientific,feasible and instructional suggestions,further promote the them to realize self value and public value,advance the rural revitalization process of Wenzhou.After analyzing these cases we can find out that the county sages who participating in Wenzhou rural governance path under the background of rural revitalization strategy features publicity,diversity and governance.There are four main ways:First is to form a technical support force,the second is to carry out cultural activities,the third is to participate in grassroots governance,the fourth is to participate in project investment and construction.The two cases of central and western Zhejiang and northern Zhejiang show that the public spirit is the internal standard of evaluating the rural talents,and the policy is the premise of industrial agglomeration development.At the same time,we should actively improve and perfect the existing ways of county and township ternary participation in rural governance.Give full play to the role of "leading city",strictly control the quality of rural governance projects and adhere to the individualized development of "one village,one village".It is necessary to tap the potential of the return of rural elites,promote the cross-regional cooperation of rural elites,attach importance to social services and systematically summarize the practical experience of counties and townships participating in rural governance in Wenzhou.To achieve this goal,it is necessary to improve the corresponding policies,improve related services and strengthen the protection of the common interests of villagers and rural saints.
