| Presently,as the major social contradictions in the new era undergoing profound changes,the grassroot government is facing new situations,new challenges and new requirements.The innovation in Jiaxing has achieved certain results,and was written into the 19 th National Congress of the Communist Party of China(CPC),which proposed "improving the rural governance system that combines autonomy,rule of law and rule of virtue" is pointing out the direction for the development of grassroots society.This paper makes a comprehensive analysis of the grass-roots social governance system of Tongxiang,Jiaxing.this paper analyses the combination of autonomy,rule of law and rule of virtue.Though analyse the practice and exploration of the system in Jiaxing,this paper searchs the explores the achievements and problems of this system.The geographical,cultural and economic development level of Jiaxing determines that it needs a new governance model.This paper explores the internal logic,main problems and difficulties of "three governance" through the practice of "three governance fusion" grass-roots social governance model in Jiaxing,analyzes the reasons,and finally puts forward countermeasures and Suggestions.This paper is divided into five parts: the first part is introduction,which includs the value and significance of research,the goal of the study both at home and abroad and the research method;The second part is the definition of concept and theoretical explanation,mainly including the definition of governance theory,holistic governance theory,grassroots social governance and other concepts;The third part takes the practice of three governance in jiaxing as an example,analyzes the current situation of social governance at the grassroots level,and summarizes the governance situation.The fourth part is the analysis of the main problems and causes of "three governance fusion".The fifth part is to promote the "three governance fusion" countermeasures and Suggestions. |
