Nowadays China is at the critical stage of social transformation and development.In the process of social structure adjustment and rapid development of politics,economy and culture,social contradictions are becoming increasingly prominent,and all kinds of emergencies emerge in endlessly,which puts forward new challenges to China’s emergency response and management ability.Act as one of the most important functional department of the government,the public security organ is the backbone of the emergency handling work,and its professional ability will directly affect the development of the situation.Only by implementing strict law enforcement,scientific law enforcement and standardized law enforcement,continuously promoting the upgrading of team management means,and striving to stimulate the vitality of the team,can we finally build a revolutionary,standardized,professional and professional public security organization The security team.Therefore,based on the current situation of public security work,it has more and more important theoretical guiding significance and practical value to systematically resolve the existing problems,objectively analyze deeper root causes,and propose targeted solutions,so as to enhance the public security ability to deal with emergencies and effectively maintain the security and stability of the society.Based on emergency management theory and holistic governance theory,this paper analyzes the work status of public security emergency policing in J District of Shanghai,and finds that there are some problems in each stage of the whole process management:inadequate emergency plan and police preparation in the preparation stage,inadequate law enforcement and public opinion mitigation in the mitigation stage,untimely intelligence collection and command response in the response stage,and summary in the recovery stage The assessment and training contents are not practical.Through in-depth analysis of the root causes of the problems in each stage,this paper puts forward countermeasures: first,to improve the emergency preparedness level of public security by optimizing the police force configuration,ensuring police equipment and improving the emergency plan;second,to enhance the emergency mitigation ability of public security by strengthening the quality of law enforcement and positive guidance of public opinion;third,to improve public security by optimizing the command structure and promoting the construction of digital police Fourth,through the implementation of evaluation and summary mechanism and practical training education mode,to improve the efficiency of public security emergency recovery.
