Research On Problems And Countermeasures Of Natural Disaster Emergency Coordination And Linkage Mechanism In Yibin City

In today’s era,various kinds of increasing natural disasters are sweeping the world,frequently affecting the life and production of human society.Crisis events caused by natural disasters have become the focus of social management,and the key to their response and disposal is to focus on the coordination and linkage within and outside the government,integrate the resources of all parties,and enhance disaster prevention,mitigation and relief capabilities.At present,there are many studies on emergency management of natural disasters in China,but there are few in-depth studies on the emergency response of natural disasters based on the specific operation mechanism of coordination and linkage.As a city with many types of natural disasters and high frequency of occurrence,Yibin is an effective way to reduce disaster losses and improve disaster relief efficiency by doing a good job of emergency coordination and linkage.This paper first collects and retrieves relevant literature and summarizes the research results of experts and scholars at home and abroad on the coordination and linkage mechanism of natural disaster emergency response,and establishes the main research ideas and theoretical basis of this paper.On the basis of the research ideas,this paper starts from the basic concepts of natural disasters,emergency management,and emergency coordination and linkage mechanism,utilizes emergency management theory,collaborative governance theory,and 3T theory of crisis management,and uses literature research method,case study method,comparative research method,and interview survey method to analyze in depth the coordination and linkage mechanism of natural disasters in Yibin City in four dimensions: organization,collaborative management,information communication,and resource guarantee.The current operation status of Yibin’s natural disaster coordination mechanism in four dimensions,such as organization,collaborative management,information communication,resource guarantee,etc.,is supported by two examples of flooding events in Yibin in 2012 and 2020.Subsequently,through field visits to Yibin emergency management authorities,industry departments and civil rescue organizations,and interviews with relevant staff to obtain the first-hand information required for the thesis,combined with the previous theoretical foundation and research methods,we comprehensively analyze the problems of the natural disaster coordination and linkage mechanism in Yibin,mainly including: poor vitality of emergency organizations,poor cohesion of emergency linkage,and insufficient emergency authority;overlapping commands mutually Interference,low efficiency of emergency disposal,poor preventive function of emergency linkage,scattered information,conservative information,untimely information,lagging construction of emergency teams,insufficient emergency professional equipment,lack of emergency financial funds,etc.,and in-depth analysis of the causes of these problems.Finally,based on the research results at home and abroad,the following countermeasures are proposed: first,advocate dynamic linkage,promote the legalization of emergency authority and responsibility,and set up an emergency think tank;second,advocate "dual-core" command,strengthen emergency coordination exercises,and establish whole-life coordination linkage;third,standardize information platform construction,make information sharing mechanism more effective,and modernize information transmission methods;fourth,improve the information platform construction,make information sharing mechanism more effective,and modernize information transmission methods.The fourth is to improve the professional quality of emergency teams,encourage independent innovation of emergency equipment,and establish a mechanism for cooperation and guarantee of emergency funds.
