Research On The Damage And Repair Of Grassroots Government Trust Caused By Group Events

The promotion of comprehensively deepening reform and the evolution of the principal contradiction have caused frequent small-scale and low administrative-level group events,and the territorial principle often makes the grassroots government bear the main responsibility in group events.It means that the occurrence of group events will lead to more or less damage to the grassroots government trust,which is manifested as the public’s positive expectations of the grassroots government will be replaced by negative expectations,so we need to repair the grassroots government trust.Based on the “Causal Attribution Model of Trust Repair” proposed by Tomlinson and Mayer,this paper combs the domestic and foreign research content and results about group events,government trust and their relationship,and trust repair and models,then combined with the status quo and characteristics of grassroots governments and group events,and further proposes “The Damage and Repair Model of Grassroots Government Trust Caused by Group Events”,and put forward the research hypothesis on this basis.This paper mainly uses the EVM（experimental vignette methodology）to carry out the research,and the preliminary experiment of questionnaire design and experimental vignette design were designed in advance to test the effectiveness of vignette design,variable control and scale design.Next,this paper use random chance sampling method to collect corresponding data,and use descriptive statistics,independent sample T test,Welch’s ANOVE analysis,paired sample T test and linear regression analysis to sort out,analyze and hypothesize the collected data.Finally,the following conclusions are found: after the occurrence of group events,the more serious the public judgment and perception of the severity of group events is,the more serious the damage to the grassroots government trust is;when the public’s attribution to the group event is internal,controllable and stable,the more seriously the damage to the grassroots government trust;at the same time,after the grassroots government trust is damaged,the trust repair strategy of apology and denial play a significant role in repairing the grassroots government trust.Combining with the results and discussions of the EVM,this paper extracts “The Repair Model of Grassroots Government Trust Caused by Group Events”,and analyzes the “successful”case of the Hangzhou Yuhang Zhongtai Waste Incineration event,and further proposes the optimization strategies of the grassroots government trust repair caused by group events from three aspects: advance the prevention and control of group events,actively guiding the public attribution of group events,and implementing reasonable and effective trust repair strategies.Specifically,before the grassroots government trust is damaged,the grassroots government should focus on the two aspects of the severity and attribution of group events,take prevention as the core to intervene and control the severity of group events in a timely manner,and guide the public to the external,uncontrollable and unstable attribution of group events by focus on information disclosure,this is to minimize the damage to the grassroots government trust;After the grassroots government trust is damaged,the grassroots government should identify the public attribution in time,mitigate internal,controllable and stable attributions,avoid further damage of the grassroots government trust,and scientifically and effectively implement targeted trust repair strategies to repair the grassroots government trust more effectively.
