Research On Local Legislation Collaboration After The Expansion Of Local Legislative Power

Local legislative cooperation is a new phenomenon in the practice of local legislation in China.Especially after the expansion of local legislative power,this topic has become particularly important for the development of regional integration,the rise of urban agglomeration strategy,and the unity of Local legislation.This paper analyzes the necessity and feasibility of local legislative cooperation in the context of the expansion of local legislative power.At the same time,it examines the cases of legislative cooperation in China after the expansion of local legislation,and draws lessons from the experience of the coordination of regional legislation in the United States.And then summarizing a complete local legislative cooperation mechanism.In addition to the abstract and conclusion,the main body is divided into five chapters.The first chapter is a review of the basic concepts of local legislative cooperation.Through comparison with local legislation prior to the expansion of individual legislation and local legislative power,the concept of local legislative cooperation after the expansion of local legislative power is further determined.The second chapter analyzes the necessity of local legislative cooperation after the expansion of local legislative power from four perspectives,namely,the guarantee of the unity of the local legal system,the needs of the development of urban agglomerations,the proliferation of collaborative space and the effective integration of legislative resources.From three perspectives,the author analyzes the feasibility of local legislative cooperation after the expansion of local legislative power,that is,the new revision of the "Law of Legislation" provides the legal basis,the common conditions for the addition of new legislative units,and the successful cooperation legislation practice in the Beijing-Tianjin-Hebei region provides experience.The third chapter is to select the case of the local legislation cooperation after the expansion of local legislative power-"the protection of the Qin River",the introduction of its collaboration legislation and the highlights of the collaboration results.The fourth chapter adopts the practice of uniting the National Commission for the Uniform State Law and the Interstate Agreement in regional legislation in the United States,and draws inspiration from our country’s local legislative cooperation.Based on the contents of the above chapters,chapter 5 gives new definitions for local legislative cooperation after the expansion of local legislative power and proposes a series of new path choices.The deep meaning of this article is to provide a way for the unity of the local government to ensure the unity of the local legislative power and promote the strategic development of the urban agglomeration.That is,under the premise of adhering to the principle of the rule of law,the local legislative body will be fully mobilized after the expansion of local legislative power.The active initiative uses local legislative cooperation mechanisms to achieve a win-win situation.
