Study On The Problem Of The Civil Affairs Of The Long-term Governance Mechanism Of Relative Poverty ——Taking J District Of Tianjin As An Example

Under socialism with Chinese characteristics in the new era,the main social contradiction has been transformed into "the contradiction between the people’s ever-growing needs for a better life and the unbalanced and inadequate development".The people have paid more and more attention to the material and cultural needs,which has led to the fact that some poor people living on the edge of the urban and rural subsistence allowance and low-income family policies are less secure than those enjoying subsistence allowance treatment.Out of poverty since 2021 engines focus from eliminating absolute poverty to solve relative poverty,we need to discuss in the future is to secure these relatively poor families.Build a long-term mechanism to solve the relative poverty is the important embodiment of building civil affairs out of poverty alleviation system,we must to knit up the livelihood of the people safety net,real live bottom line of the people’s livelihood,on the way to ensure the comprehensive well-off does not make a person lag behind.Starting from the current policy background and research significance of relative poverty in China,this paper firstly sorts out the literature around the three core concepts of relative poverty,civil affairs guarantee for the bottom and long-term mechanism,and summarizes relevant theories and academic viewpoints,so as to provide theoretical support for the paper.Secondly,taking Tianjin J district as an example,through collecting J area news reports about the relatively poor,policies such as text data,using the method of literature review,interview method,case analysis,the J area relatively poor governance and civil affairs out security present situation analysis,summarizes the J area in relatively poor recognition system imperfect,the civil administration out safeguard financial investment insufficiency,the civil administration work out security team quality improvement,social assistance mechanism to coordinate,not free,analyze the causesand combined with some advanced experience at home and abroad,puts forward the relatively poor long-term mechanism of civil administration out optimization advice: First,to establish a long-term identification mechanism of relative poverty;Second,increase capital investment,improve the ability of civil affairs to support the poor;Third,to strengthen the construction of the civil affairs work team;Fourth,we will improve the long-term mechanism for linkage and coordination.The innovation of this paper is that the case study sample of Tianjin,which has already been lifted out of poverty but still needs to be consolidated and improved.Compared with other poverty-stricken counties,Tianjin has certain advancement in the study of relative poverty governance.At present,the research on relative poverty in China is still in the exploratory stage.From the perspective of civil administration,this paper focuses on the problems encountered in the governance of relative poverty,makes in-depth analysis,and puts forward specific suggestions on optimizing the long-term mechanism of civil administration to solve relative poverty.
