General Secretary Xi Jinping pointed out that talents are the key to rural revitalization.In participating in the deliberations of the Shandong delegation,the General Secretary again stressed the need to promote rural talent revitalization.In February 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued ' Opinions on Accelerating the Promotion of Rural Talent Revitalization '.The Party and the State regard talent revitalization as an important strategic resource for rural revitalization to provide strong intellectual support for rural revitalization.The key to promoting the revitalization of rural talents lies in how to forge a high-quality team of grassroots cadres.Undoubtedly,cadre education and training is a leading,basic and strategic project to promote the revitalization of rural talents.Therefore,strengthening the research on the training of grassroots cadres in rural revitalization under the new situation has positive practical significance and far-reaching historical significance.In recent years,government departments at all levels have continuously strengthened the cultivation of grassroots cadres,and made useful explorations in talent revitalization to help rural development.However,due to the shortcomings and shortcomings of the training concept,training methods and training mechanism,the pertinence of training is not strong,and the effectiveness and practicality of training are also easy to discount,which has become a bottleneck restricting the revitalization of rural talents.Therefore,how to explore innovative and effective training of grassroots cadres,building an excellent team of grassroots cadres,has become a test of government public management ability of a new topic,grassroots cadres training innovation is imminent.N County Rural Revitalization College has systematically integrated party affairs management,government management and rural governance,and formed a complete training system for grassroots cadres.Its forward-looking,guiding,effective and dynamic nature has been at the forefront of rural talent revitalization training.Based on the above background,this paper takes N County Rural Revitalization College as an example,from the perspective of rural talent revitalization,carries out a comprehensive and deep-seated theoretical and practical research on the training innovation of grassroots cadres,investigates the development process,current situation and achievements of the college,and finds out the current problems that restrict the development of ' grassroots cadres' participation enthusiasm is not high,practical curriculum development is not in place,training management mode is not perfect,and training funds guarantee is weak '.According to the idea of ' raising questions,analyzing problems and solving problems,' this paper deeply analyzes the restricting factors,and combines the new public service theory and the theory of training achievement transformation.From the aspects of ' innovative training thinking,training planning,curriculum teachers,overall management,incentive mechanism,financing mechanism ' and so on,this paper puts forward some countermeasures and suggestions for the training innovation of grassroots cadres,in order to provide reference for how to innovatively grasp the training of grassroots cadres from the perspective of rural talent revitalization,and promote the comprehensive revitalization of the countryside with the revitalization of rural talents.This paper consists of seven parts.The first part mainly introduces the research background and significance,research review at home and abroad,research framework,research methods,and innovations and shortcomings.The second part elaborates some related concepts and theoretical basis involved in the paper writing;the third part analyzes the development process,current situation and achievements of N County Rural Revitalization College;the fourth part through the questionnaire survey,combined with the development practice of the third part,find out the existing problems;the fifth part makes an in-depth analysis of the reasons for the problems;the sixth part puts forward the countermeasures and suggestions of grassroots cadres training innovation from the perspective of rural talent revitalization;finally,the full text is summarized and prospected. |
