| In recent years,with the deepening of institutional reform,as a series of reforms,including those to delegate power,improve regulation and services,the establishment department plays a more and more important role in promoting the reform of the party and government organs,the reform of the classification of public institutions and the reform of comprehensive administrative law enforcement.The establishment and management of county-level institutions is the most basic work of the establishment and management of institutions in our country.It is the person who carries out and implements the laws,regulations and policies,and at the same time,the task that the establishment departments of county-level institutions undertake is increasingly heavily,the organization establishment management work faces the contradiction and the question also aggravatesday by day.In the view of the perspective of Public Management,this paper makes an in-depth analysis of the problems faced by the establishment management of the institutions in the studied regions,draws lessons from the advanced experience and practices of other regions,and puts forward corresponding countermeasures and suggestions,it is of great significance to optimize the allocation of institutional resources and thus provide a solid institutional guarantee for local economic and social development.By using the methods of field investigation,Literature Research and case study,on the basis of previous studies,Comparative Study and in-depth analysis,to explore ways and means of optimizing organizational structure management.First of all,we deepened institutional reform and rationalized functions and responsibilities among government departments.It is suggested to carry out the system of large departments and promote the reform of township and township organizations,so as to straighten out the functions and responsibilities between departments.Secondly,we in-depth analyze the root cause of the problem,from the subjective and objective system level analysis of the causes of the problems mainly include that the function transformation is not in place,the organization management is not scientific,supervision and inspection is not in place,the organization consciousness is not strong,coordination and cooperation is not close enough.Then,through the reference of Chengde city,Fuquan city organizational innovation management mode,combined with the local reality,put forward the reference methods and methods.Finally,targeted suggestions are put forward mainly from the aspects of deepening reform,strengthening supervision,strengthening management and expanding publicity,so as to achieve the purpose of improving the efficiency of institutional staffing management and optimizing institutional staffing resources. |
