Study On The Problems And Countermeasures In The Construction Of Township Service-oriented Government ——Take Beishan Township In Qinghai Menyuan Hui Autonomous County As An Example

The township government group is the most basic political institution in our country and bears the responsibility of serving the masses of farmers directly.At present,with the wide popularization of various preferential policies for farmers,the production and living needs of the majority of farmers also change with the change of the country’s main contradiction.Township government,as the command post of rural social and economic development,still takes economic construction as the center in the current work planning,and makes few plans for the construction of service-oriented government and the development of public services.In the township construction,the masses’ demand for public services is growing rapidly.And missing with township government in the public service functions become main contradictions in the construction of a service-oriented township government work,constantly updated public service concept,strengthening social management mechanism,prompted the township service-oriented government construction,social development play a better the nature of the government to serve the people,is the only way to help the country revitalization.The construction of service-oriented township government should take the rural revitalization work proposed by the CPC Central Committee as the value orientation,actively improve the service system and public management operation mechanism,comprehensively manage the service level,service ability,service environment and service quality,and make up for the shortcomings of development,so as to enhance the people’s happiness and satisfaction.In recent years,qinghai province doors sources northern shan hui autonomous county people’s government,the transformation government function,speeds up the transformation of the township service-oriented government,successively set up and perfect the system of a pair of responsibilities,service commitment system,system of first asking responsibility system,completed service system,in accordance with the"job requirement for heavy lifting at the grass-roots level,to further simplify the process of service,promote services one-stop window,Strengthening the connection between government,enterprises,cadres and the masses,the construction of beishan township service-oriented government has achieved certain results.In order to promote the quality and effect of the construction of service-oriented government and better understand the development of the construction of service-oriented government in Beishan Township,this paper uses the method of questionnaire survey and interview to investigate the problems existing in the process of the construction of service-oriented government in Beishan township.It is found that the government of Beishan township still has four dilemmas: insufficient ideological understanding,unclear responsibility and authority,excessive system pressure and lack of financial power.Combined with the background of rural revitalization and analysis of its reasons,this paper holds that the continuous strengthening of the masses’ concept of rule of law,the further improvement of the masses’ needs,and the continuous improvement of the villagers’ self-governance organizations make the construction of township service-oriented government and meet the needs of the masses have a contradiction.And points out that should be set up "service government",the new idea,new mode to establish the government of the "clear","the burden on the government" new level,promote the new atmosphere of the four aspects of "financial administration" as the starting point,comply with the new era,the current situation of the development of rural social life and actively establish a service of a new era of rural social economy needs a service-oriented township government.
