With the deepening of reform and opening up,China’s socialist market economic system has been gradually improved,the organizational form under the traditional unit system has begun to change,the organizational form of urban communities has been improved and developed,"unit people" has gradually developed into "community people",and the urban community governance model has developed towards the "community" system,especially since the 1990 s,From the unit housing distribution system to private housing ownership,urban communities have developed rapidly.Under the new form of social governance of "co construction,CO governance and sharing",grass-roots community governance has undoubtedly become the focus of social governance.In recent years,with the concern of grass-roots community governance,the research on community issues mostly focuses on the neighborhood committee,which is the main body of community governance,while ignoring other subjects,such as community interest groups,voluntary groups,mutual aid groups and so on.This study focuses on the community mutual aid group,one of the grass-roots social autonomous organizations.The difference between the community mutual aid group and the community neighborhood committee is that according to the provisions of the organic law of the residents’ committee,the community residents’ committee is a grass-roots mass autonomous organization of residents’ self-management,self-education and self-service.The status of the residents’ committee is stipulated by law,and the city(county-level city)without districts The people’s Government of a municipal district or its dispatched offices(sub district offices)shall give guidance,support and assistance to the work of the residents’ committee,and the wages of the members of the community residents’ committee shall be subsidized by the government at a higher level.The community mutual aid group is an organization that exists in the community and is spontaneously formed by residents.It is mostly reflected in solving the daily problems of residents.It is mostly a public welfare organization without salary and other subsidies.It is a link between sub district offices,community neighborhood committees,community residents,property and other subjects.Based on the western "elite theory","self-organization theory" and "key group" theory,taking x mutual aid group in L community of H city as an example,this paper explores the origin and development of community mutual aid group,and how "capable people" and community "grass-roots organizations" give help and support to x mutual aid group in the developing system,How to improve the enthusiasm of all residents to participate in community affairs after the formation of the scale of the mutual aid group.This paper focuses on qualitative research,obtains data through interviews with community residents,heads of community mutual aid groups and secretaries of community neighborhood committees,and explores the impact of "capable people" factors on community mutual aid groups through interviews and investigations with "capable people" and "grass-roots organizations" in the system,and why "capable people" continue to play a role.Combined with specific case analysis,it comes to a conclusion.This study believes that the development of the mutual aid group is inseparable from the leadership of the early "capable people".Whether within or outside the system,they have played a very key role in the initial stage and even later development of the mutual aid group.After the early development,the mutual aid group has formed an institutional framework and gradually won the recognition of most residents of the community through various activities,In other words,the mutual aid group improves the autonomy of residents.After the events related to the interests of all residents,most residents can express their ideas through the mutual aid group,actively participate in the activities of the mutual aid group,and gradually form a participatory community.This paper studies the development context of mutual aid groups in remote provinces,hoping to provide new ideas and new paths for social governance and community construction. |
