Research On Influencing Factors Of Applicable To Public Officials’ Fault Tolerance ——Based On The Analysis Of 60 Fault Tolerance Cases Since 2016

At present,national governance is facing many major problems and challenges,and it is necessary for the majority of public officials to actively engage in entrepreneurship.However,doing business always involves taking risks.If the reality is not fully considered,and all mistakes made are held accountable across the board,the enthusiasm of public officials will inevitably be weakened.In order to encourage the majority of public officials to start businesses,dare to take responsibilities,and be good at doing things,the central government proposed a decision-making arrangement on fault tolerance,and local governments also followed suit and actively explored fault tolerance.As a new thing,fault tolerance still has some problems that have not been clarified.The essence of "fault" in fault tolerance also belongs to the category of accountability,but the same subject cannot be applicable to both accountability and fault tolerance.So,what kind of "wrong" can fault tolerance be applied to? What factors make the "wrong" that should be held accountable become the "wrong" that should be tolerated? How can these elements be used for better fault tolerance in the future? The above issues have not yet been clearly discussed and need to be further explored and verified.Based on this,this thesis focuses on the influencing factors of fault tolerance.First,collect the literature and policy documents about fault tolerance to understand the theoretical basis and development status of fault tolerance.Secondly,the grounded theory method is used to carry out three-level coding on the texts of 60 fault-tolerant cases reported by domestic news media,and five influencing factors that can affect fault-tolerance are extracted: error type,subjective motivation,behavior,objective conditions,and result impact.Theoretical model for applying fault-tolerant influence factors.Thirdly,the thesis analyzes the influencing factors of fault tolerance.Among them,the type of error is to judge whether a certain behavior belongs to the scope of application of fault tolerance,and the "wrong" of illegal behavior is not tolerated;subjective motivation is the premise judgment basis for judging whether or not fault tolerance,and it is also the internal force that drives the behavior;behavior method is to determine The indirect basis for fault tolerance;objective conditions are the external factors for judging fault tolerance,and the judgment of "fault" is inseparable from the analysis of objective conditions;the impact of results is the direct basis and important link for implementing fault tolerance.Finally,combined with the theoretical model applicable to fault-tolerant influencing factors,it proposes targeted measures and suggestions for optimizing fault-tolerance from five aspects: error type,subjective motivation,behavior,objective conditions,and result impact.
