Market regulation,which is used to establish and perfect the socialist market economic system,is one of the most important functions of the government,improving the relationship between the government and the market,also is the important position with paying attention to and improving the livelihood of the people.Deeply understanding the relationship between the government and the market,and building a unified market supervision system play an important role in fulfilling the market supervision function.In recent years,Party and the state have actively explored the practice of market supervision system reform,the Central and local governments have mostly completed the integration of the market supervision,established market supervision departments and comprehensive law enforcement agencies.The unified market supervision of the state has been built gradually.However,the challenges and problems emerged after two rounds of market regulation reform.The first round of reform began from the grass-root to the bottom lacking the upper design because the Central and provincial governments didn’t carry out.The second round of reform started from the central government,with a wide range,multi-functions and complex personnel.The challenge they faced is not only a physical integration but also chemical.In terms of grass-roots market supervision department,which is the most direct and powerful comprehensive law enforcement force,there still exists problems in the reform process.Especially,the significant advantages of ‘3 in 1’ and ‘Multi in 1’haven’t exploited.This paper mainly focuses on the whole reform process of comprehensive law enforcement of market supervision in city C and putting forward to perfecting the reform countermeasures.The theoretical basis and practical significance of the comprehensive law enforcement reform of market supervision are explained in the first part.Basing on the situation of city C market-regulatory reform of comprehensive law enforcement and using literature method,comparative analysis and investigation method,the paper insists problem oriented with applying foreign government regulation,market and government failure theory.The problems existing are analyzed in-depth,referencing the domestic advanced experience.It’s aimed to refining the countermeasures to strengthen the comprehensive law enforcement of market supervision,and provide better reference for other provinces.The research finds that city C,as the capital of the northern Province and a sub-provincial city,has completed the comprehensive law enforcement reform of market regulation,including the establishment of institutions and combination of law enforcement teams,but didn’t bring a better ‘chemical integration’ in the function and personnel.There are still a series of problems,such as the serious lag of legal guarantee,the unreasonable establishment of institutions,the difficulty of raising the efficiency of comprehensive supervision and the relative weakness of law enforcement.These problems are not only unique to city C,but universal problems in market supervision departments around the country,which are caused by imperfect laws,regulations and systems,by the lack of innovation in supervision methods,inadequate construction of law enforcement teams and so on.Learning from the advanced supervision mode of other areas,this paper takes city C as a research object which focuses on the problem oriented to put forward refined measures.
