| Decision making power is one of the most important forms of national public power,and it is also the most widely used power.Under China’s current political system,local officials,as the implementers and executors of the party and national policies,play the role of "policy translation".They can directly or indirectly participate in the exercise of decision-making power of Party committees,governments and other public organizations at all levels,and "translate" the macro and overall national policies into specific tasks in line with local reality.However,due to the influence of competing objectives,conflicts of interest,lack of experience and other factors,local officials’ decision-making mistakes and decision-making corruption are common in practice.In the context of a new round of deepening the reform of Party and state institutions,we should build a set of decision-making accountability system in line with China’s national conditions,promote the awareness of responsibility of local officials through serious,standardized and accurate accountability,tighten the decision-making responsibility chain of Party members and cadres at all levels,and then realize scientific,legal and democratic decision-making,which is of great practical significance to the improvement on the ability and level of local Party and goverment’s governance.At present,China’s decision-making accountability has the characteristics that practice precedes theory.It is necessary to further find the practical problems existing in the decision-making accountability system through in-depth observation on the practice of accountability,so as to provide empirical support for relevant parties to strengthen theoretical research,formulate targeted measures and promote the improvement of the system.Through the study of 151 decision-making accountability cases and relevant normative texts in area A in recent years,this paper analyzes and summarizes the basic concepts,basic elements,working modes and characteristics of local officials’ decision-making accountability,and finds that there are some problems in decision-making accountability and explore the causes of the problems.In the initiation link,there are problems such as different understanding of standards,unbalanced main role and "trigger interruption";In the investigation link,there are specific difficulties in the object determination,definition of responsibility,investigation and evidence collection;And there are practical problems in the punishment link,such as the influence of external factors,different punishment scales,insufficient right relief and so on.Finally,based on the theory of socialist democracy,combined with the actual work of discipline inspection and supervision organs,this paper puts forward some suggestions to optimize the decision-making accountability of local officials.In establishing a unified and efficient accountability system,it’s necessary to strengthen basic research,improve the basis of discipline and law,and construct an institutional system in which supervision and accountability are effective connected and all subjects are supposed to participate together;In terms of strengthening the external system supply,it is suggested to improve the working mechanism of clarify decision-making responsibilities and powers,evaluation of decision-making errors,"leaving traces" of decision-making and problem transfer ＆supervision;In terms of improving the quality of decision-making accountability,we should refine the standards of accountability,optimize working procedures,strengthen supervision and restriction,and strengthen the professional construction of accountability team;In terms of creating a good external environment for decision-making accountability,it is adviced to establish and strictly implement the decision-making information disclosure mechanism,and give full play to the preventive role of decision-making accountability. |
