A Study On The Interaction Of Social Organizations Participating In Community Governance Under Project Operation ——Taking D Social Work Institution As An Example

Since the 18 th CPC National Congress,as the basic unit and key link of national governance,the practice and exploration of community governance are also moving forward.Urban and rural community governance is related to the implementation of the country’s major policies,the vital interests of the people,and more importantly,the harmony and stability of urban and rural grass-roots units.As an important collaborative force in urban and rural community governance,social organizations represented by social work institutions are playing a more and more important role in community governance.By purchasing the services of social work institutions,the government guides social work institutions to actively participate in the daily governance of the community and provide assistance,so as to reduce the pressure of community governance,enhance the capacity of community governance and innovate the path of community governance.This paper mainly observes the process of d institution participating in the interaction of community governance in a project-based way,studies how the social work organization taking the project-based operation as the main way participates in community governance,and analyzes the action logic,difficulties and challenges of the social work organization participating in community governance and the construction of its relationship with the community through the process,mode and effect of participating in governance.Through the research of this paper,the Social Work Organization participates in the community governance through the project system operation,for the Social Work Organization,has probably experienced three main development processes:embedding,cooperation and collusion.As an exogenous organization,when taking the project as the starting point and sinking into the community to carry out services,the attitude and cognition of the community Party committee and community neighborhood committee determine the basis for the project organization to enter the community and integrate into the community.In this process,the relationship construction between the social work organization and the community determines the effectiveness of the project.Through continuous integration and development,The collaborative governance model characterized by project can not only further promote community governance to achieve better results,but also form a benign interaction and development of multiple governance subjects at the level of community governance,which provides the possibility and space for realizing the linkage and innovation of community governance mechanism of five societies.However,through the research,the author also found that in this process,the "collusion" from the grass-roots level is also quietly occurring,which is worthy of attention.
