A Case Study On The Joint Action Of The Emergency Response About The Third Bridge On Tuojiang River In Ziyang City

At present,emergency management has become the main work that the government and other public institutionsattach great importance to,and the management system of public contingencies is one of the important contents,which is related to the overall emergency managementwork of municipalities at all levels.As an important subject of public emergency handling,the government’s attitude,response and measures in the face of public emergencies will have a crucial impact on social harmony and stability.With the continuous development of society,emergency public crises are becoming more and more complex,and itis increasingly unrealistic to rely on the government’s own response to successfully deal with public crises.Therefore,it is necessary to establish and improve the emergency joint action system,give full play to the overall role of the government,and incorporate social forces such as enterprises,institutions,social organizations,and the public citizens into the scope of emergency response subjects.To pre-plan and response prior to the contingencies,to rescue and assistant timely and effectively during the event and also to make proper resettlement,public opinion control post-event.During the entire process of the work,we need to integrate various resources,carry out emergency response to public emergencies,properly and effectively resolve sudden public crises,and effectively improve emergency management effectiveness.On the basis of the background above,the writer intends to choose the accident of Ziyang’s 3rd Tuojiang river suspension bridge’s collapse as the researchobject,analyses and sorts out the whole process of the accident’s resettlement and the successful experience.In the first chapter,the writer mainly discusses the origin of the thesis research and the definition of some related basic concepts,focusing on the current research and analysis of the domestic and overseas status and then briefly summarizes the research ideas,research methods and significance of this paper.In the second chapter,the writer mainly briefly describes the process,method and the effect of emergency joint actions to the accident of the Ziyang’s 3rd Tuojiang river suspension bridge’s collapse.And in chapter 3,the writer makes typical analysis of joint actions to the accident.Chapters 4,5 and 6 are the main part of this thesis,in which the writer makes a systematic and in-depth analysis and explanation of the three aspects of “regional joint action”,“subject joint action” and “service joint action” in the emergency response to the accident as mentioned above,summed up the three key factors for the successful disposal of this case,and formed an effective path for emergency joint action of sudden public security incidents in Ziyang.It is enlightened to establish a scientific emergency management regional joint action mechanism,strengthen the construction of emergency rescue and assistant combined the main power,and build an efficient emergency combined service system to cope with three major public contingencies.It provides theoretical and practical support for further deepening the emergency joint response to sudden public security incidents in our country.
