Research On The Supply Of Community Public Services Under The Supervision And Influence Of Chengdu Security Funds

Community is the "last mile" of urban governance,and community public service supply is the basis of public service supply system.For a long time,public finance has been the main source of funds for community public services.With the promotion of market-oriented social services,there are more and more alternative ways to supply community public services.Local governments also intend to promote the diversification of participants in community governance,trying to improve the efficiency and public satisfaction of community public services through collaborative governance.Among them,Chengdu’s series of practices of mobilizing multi-party participation to promote the supply of community public services through community security funds are considered to be a typical model of collaborative governance.However,most of the existing studies focus on the discussion of models,and there is little accumulation of practical case studies on community governance in Chengdu,which is also difficult to feed back to the improvement of models.This study focuses on the supply of community public services supported by the security funds contained in Chengdu’s public finance.Thesis selects X Street and S Community,which are very representative of the local management units of community security funds and the demand and supply of community public services,as cases,combs the development process and actual results of the use of community security funds to supply community public services in the two places,and summarizes the problems.Based on the principal-agent theory and collaborative governance theory,thesis studies the supply process of community public services under the supervision of community security funds.It is found that Chengdu has used community security funds to enable the supply of community public services,formed a complete set of public service supply processes,constructed basic social network organizations,and effectively improved the supply level of community public services.However,because the participants are restricted by the allocation efficiency of community security funds,the role of community security funds in leveraging social funds to participate in the supply of public services is small,the supply of community public services is biased and residents’ participation is uneven,the pattern of collaborative governance in the supply of community public services has not been fully formed.The research then constructs the mechanism analysis framework based on the principal-agent theory and collaborative governance theory,and carries out indepth interviews with street staff,community staff,social organization staff and community residents to understand the real situation of community public service supply under the supervision of community security funds,analyze and reveal the causes of the problems,mainly including: the obvious principal-agent relationship in community public service supply and the principal-agent hierarchy is complex.The principal-agent process and the adverse selection and moral hazard generated in the process can dispel the formation of the collaborative governance system,and affect the perfection of social network organization,the complete establishment of cooperation mode and the formation of trust relationship in the collaborative governance system.Finally,thesis puts forward corresponding adjustment suggestions from four aspects: reducing the level of principalagent,improving the construction of social network organization,promoting the establishment of cooperation mode and the formation of trust relationship.
