| The quality of forensic evaluation determines the quality of case handling,which ultimately affects the outcome of the litigation.Certification and accreditation by inspection and testing institutions is the premise of quality management and quality assurance.For laboratories of forensic identification institutions to carry out qualification determination activities,they may urge forensic identification institutions to establish and operate quality control systems,improve management levels and technical capabilities,ensure that forensic identification activities can issue identification opinions with a proving role in a fair,standardized,scientific,and accurate manner,and provide technical support and professional services for litigation.Document identification is an important part of forensic identification,which includes handwriting identification and seal identification that relies on the appraiser’s practice experience,as well as tampered document identification and special document identification that require the use of instruments and equipment to obtain data.From the perspective of laboratory for document identification,this paper discusses the need for laboratories to establish a documented quality system covering all elements in accordance with the general requirements and the relevant provisions required by forensic identification institutions,and can standardize operation with the support of procedural documents,ensure the independence and impartiality of identification activities,and promote the quality of identification to be guaranteed. |
