| The construction of the rule of law government is a key task of the comprehensive rule of law state,and the 19 th Party Congress has clearly defined the construction of the rule of law government as an important part of the construction of the national system and the modernization of the governance system and governance capacity.It is not only a proposition of the times with both theoretical and practical significance to comprehensively and scientifically show the development status of China’s rule of law government through quantitative assessment,but also a driving force for the continuous success of the national rule of law government construction.In May 2019,the Office of the Central Committee for the Rule of Law issued the Opinions on the Demonstration and Creation Activities of Rule of Law Government Construction and released the Demonstration Indicator System for Rule of Law Government Construction in Cities and Counties,which Announced the official launch of the assessment activities for the construction of rule of law government at the national level.As an important basis for the assessment and evaluation of rule of law government construction,the Model Rule of Law Government Construction Index System for Cities and Counties fully responds to the new situation and new problems in the current administrative rule of law practice,and reflects the significant features of combining theory and practice,practicality and value,providing guidance for the national municipal and county governments to promote the construction of rule of law government.However,its textual content of the weight settings and scoring rules have not been published,these issues make it difficult to focus on the assessment of the construction of rule of law government,and it is difficult to effectively evaluate the blockages and difficult issues in the process of building a rule of law government.An in-depth study on the weight setting of the Model Rule of Law Government Construction Index System for Cities and Counties is an important guarantee for the scientific and objective evaluation results of rule of law government construction.Hierarchical analysis,as a mature and practical measurement research method,is widely used in academic research and production practice,and can be used as a tool method for setting the weights of the Model Rule of Law Government Construction Indicator System in cities and counties.Therefore,on the basis of combining the basic theory of administrative law and administrative rule of law practice,the hierarchical analysis method can be used to clarify the weights and specific scores of each indicator item for the Model Rule of Law Government Construction Index System for Cities and Counties,and solve the practical problem of unclear focus in the process of rule of law government construction assessment.This paper is divided into six parts,as follows.The first part is the introductory part,which mainly clarifies the background and significance of the research on the Hierarchical Analysis of the Model Rule of Law Government Construction Indicator System for Cities and Counties,and conducts a literature review around the current status of the research on the rule of law government construction indicator system,and evaluates the current status and limitations of the research on the rule of law government construction indicator system.In the second part,the hierarchical structure model is built around the overall objective and specific index content of the Model Rule of Law Government Construction Index System,and the first,second and third level index items of the Model Rule of Law Government Construction Index System are divided into four levels of general objective level,guideline level,program level and sub-program level respectively according to the hierarchical analysis theory and form a complete hierarchical structure model for the subsequent weight vector measurement and The theoretical framework for the subsequent weight vector measurement and consistency testing process.The third part focuses on constructing a judgment matrix around the hierarchical model of the Model Rule of Law Government Construction Index System for Cities and Counties and assigning values to it based on the principle of rule of law government and administrative rule of law practice.In this part,41 judgment matrices are constructed according to the hierarchical division of the general objective level,guideline level and program level of the Model Rule of Law Government Construction Index System for Cities and Counties.The assignment process of each judgment matrix is fully integrated with the principle of rule of law government and administrative rule of law practice.In the fourth part,the weight vector measurement and consistency test are conducted for each judgment matrix of the Model Rule of Law Government Construction Index System for Cities and Counties to calculate the weights of the components of each judgment matrix.In this part,through the process of weight vector measurement and consistency test,the weights of each primary indicator relative to the overall target,the weights of each secondary indicator relative to the upper primary indicator and the weights of each tertiary indicator relative to the upper secondary indicator of the Model Rule of Law Government Construction Index System for Cities and Counties are clarified.The fifth part mainly focuses on the combined weight vector calculation and consistency test of the Model Rule of Law Government Construction Indicator System for Cities and Counties,and finally obtains the weights of each three-level indicator relative to the total indicator in the Model Rule of Law Government Construction Indicator System for Cities and Counties.On this basis,in order to further enhance the operability of the Model Rule of Law Government Construction Indicator System in the assessment practice,the specific scores of each three-level indicator of the Model Rule of Law Government Construction Indicator System in cities and counties will be determined in a rounded way.The sixth part mainly focuses on three levels of implementation,scientific and functional,and the overall evaluation of the "City and County Model Rule of Law Government Construction Indicator System" after the hierarchical analysis.As the main basis for the assessment and evaluation of rule of law government construction,the Model Indicator System for City and County Rule of Law Government Construction is rich in strong execution at the content level,highly scientific at the system level,and an important driving force for achieving the national goal of rule of law government construction and advancing the national governance capacity toward modernization at the functional level.Based on the integration of jurisprudence(analysis content)and econometrics(analysis tools),this paper,by using hierarchical analysis and combining the principles of rule of law government and administrative rule of law practice,specifies the weights and scores of each indicator item for the Model Rule of Law Government Construction Index System for Cities and Counties,which effectively improves the scientific and operability of the assessment and evaluation of rule of law government construction.Of course,there are many shortcomings in the research of this paper,such as the mining of the principle of rule of law government and administrative rule of law practice is not sufficient,and the analysis of the article is more on the tool level,which is also the focus of the follow-up research needs to be in-depth. |
