Research On The Role Of The CPC’s Leading Cadre Assessment System On The Effects Of Grassroots Governance

At the Third Plenary Session of the 18 th CPC Central Committee,the Party proposed the proposition of modernizing national governance for the first time.In a series of subsequent decisions and documents,it was also clarified that in the future,work should focus on improving the efficiency of national governance and realizing the happiness of people’s lives.It is precisely in order to improve the efficiency of national governance that the Party has designed and constructed an assessment system for leading cadres at all levels and types.So what role does this system play and why does it play these roles? Since these issues are related to the improvement of national governance,they are worthy of in-depth study.However,the topic of national governance is too grand and difficult to grasp.This paper selects the grassroots and conducts research by examining specific cases,and explores the role of the party’s leading cadre assessment system on the effectiveness of grassroots governance,in order to solve the above problems from a specific level.In order to solve the above problems,as the premise and foundation,this paper firstly defines the evaluation system of the party’s leading cadres,clarifies its basic system content,defines the concept of grassroots governance and its effectiveness,and clarifies the way to examine the effectiveness of grassroots governance.This paper finds that the evaluation system of the party’s leading cadres is designed and constructed from and follows the principle of "the party manages cadres".Grassroots governance is a collective action to manage grassroots public affairs,with the aim of making people generally live a happy life.The grassroots mentioned here are limited to the county level and below.The effectiveness of grassroots governance is the comparison of the results of grassroots governance with its objectives and tasks,including the costs incurred.The key to examining the effectiveness of grass-roots governance is to grasp its goals and tasks and the price paid for it.Then this paper attempts to reveal the mechanism of the party’s leading cadre assessment system on the effectiveness of grassroots governance,in order to discover and explain how the former affects the latter.To this end,this paper borrows the research results of other scholars and proposes a general governance theoretical model of "system-processefficiency",indicating that any governance is a collective action,formed through the design and construction of three major mechanisms of division of labor,coordination and control.Governance system,the governance system is developed through the process of motion,decision-making and execution to produce the final governance effect.According to this theoretical model,my country’s national governance system is designed and constructed by the party itself,thus forming a "one body and two wings" model in which the party leads the country and society.Control mechanism design.This shows that the evaluation system of the party’s leading cadres is embedded in the national governance system by being designed as a control mechanism,and affects the effectiveness of national governance with the development of the national governance process.my country’s national governance system also has isomorphism at all levels,which leads to the fact that the grassroots governance system as its extremity is also designed with the party’s leading cadre assessment system as the control mechanism,and affects the effectiveness of grassroots governance in the same way..Finally,this paper shows through specific case facts that the party’s leading cadre evaluation system does have an effect on the effectiveness of grassroots governance,and these effects can be divided into positive and negative aspects.The reason for this,based on the above-mentioned mechanism of action,is that the assessment system for leading cadres,designed as a control mechanism for the grassroots governance system,is not always the same in its specific design（such as the design of assessment standards and assessment indicators）.It is not always reasonable and effective,and as a result,it has different incentives or constraints on the choice of governance actions by leading cadres in the grass-roots governance system,which in turn leads to different governance effects.This article is limited to grass-roots research and shows that the party’s leading cadre assessment system has an effect on the effectiveness of national governance,but it is not necessarily a positive effect,and sometimes it may have a negative effect.The reason for this is that in different levels of governance systems,the specific designs of the assessment system for leading cadres are diverse,but these designs are not necessarily all reasonable and effective.This tells us that in order to improve the effectiveness of national governance,we must pay great attention to the design of the assessment system for leading cadres in the governance system at all levels,and make it as reasonable and effective as possible.
