Study On Public Parking Management In Zhangjiagang

With the rapid development of China’s economy and the acceleration of the urbanization process,the national living standard has been constantly improved and promoted,and motor vehicles have become necessities of life from travel luxuries,bringing convenience to the daily passage of residents.In the "CPC Central Committee on the Formulation of the 14 th Five-Year Plan for National Economic and Social Development and the Proposal for the long-term Goals of 2035",it is clearly proposed to "promote the transformation of automobile and other consumer goods from purchase management to use management",which also stimulates the consumption demand of motor vehicles,making the number of motor vehicles keeps increasing.According to statistics from the Ministry of Public Security,by the end of March 2022,the number of motor vehicles in China had exceeded 400 million,showing a steady growth trend.The rapid growth of motor vehicle ownership has increased the enormous pressure on urban traffic,and the problem of public parking management has become a difficult and complicated disease in most cities.In recent years,Zhangjiagang city has been accelerating the pace of innovation and transformation,with rapid economic development.For three consecutive years,Zhangjiagang city has been awarded the first rank of Advanced County（city,district）in Jiangsu Province and Suzhou for promoting high-quality development,and residents’ consumption level has been continuously improving.With the rapid increase of resident motor vehicle ownership,zhangjiagang citizens’ parking difficulties and parking disorder are increasing day by day.According to the statistical yearbook of Zhangjiagang City in2020,there are 70 family cars in the number of durable consumer goods of 100 households,that is,7 cars for every 10 families.Through field visits,the author found that the number of motor vehicles in Zhangjiagang city continues to increase every year,and it is normal for an average family to own 2-3 motor vehicles.However,the planning and construction speed of motor vehicle parking Spaces does not match the growth of motor vehicle ownership,and the contradiction between supply and demand of parking Spaces and the shackles of management have made residents have cars without Spaces.Parking problems make parking in a civilized city seem less civilized.For parking,parking problems,zhangjiagang municipal party committee municipal government with the people’s livelihood projects,public parking taken to deepen the public parking planning,new rebuilt parking garages,special joint,a parking policy mistake Shared resource utilization,based platform,the intelligent parking on ease parking problem has obtained certain achievements.However,due to some historical legacy or other reasons,zhangjiagang city still has difficulties in public parking management,such as serious contradiction between supply and demand of parking Spaces,serious phenomenon of disorderly parking and illegal parking,low utilization rate of parking resources and low intelligent level of parking facilities.Through analysis,it is found that the deep-rooted reasons behind these difficulties are various,mainly for the lag of urban planning,the implementation of policies is not in place,the lack of departmental coordination and the level of fine management is not high.In view of the current difficulties of zhangjiagang city’s public parking management,the author believes that zhangjiagang city’s public parking management should strengthen the top-level design,increase the implementation of policies,enhance the collaborative governance ability and enhance the level of fine management to make efforts to fundamentally alleviate the problem of zhangjiagang city’s public parking difficulties.
