Research On The Collaborative Management Mechanism Of Emergency Material Supply Under Public Emergencies

BackgroundIn recent years,the COVID-19,extreme weather disasters and other public emergencies have become the focus of the world under the background of globalization.In case of public emergencies,the affected areas will have a huge demand for emergency materials.In order to improve the rescue efficiency,ensure people’s livelihood and restore normal social order as soon as possible,efficient and scientific emergency material supply management is very important.Meanwhile,emergency management also bears the important responsibility of preventing and resolving major safety risks,responding to and dealing with all kinds of disasters and accidents in time,and undertakes the important mission of protecting the safety of people’s lives and property and maintaining social stability.ObjectiveTaking the torrential rain in Xinxiang in July 2022 as an example,this paper analyzes the problems of emergency material supply exposed in this disaster,and puts forward specific relevant mechanisms and optimization strategies.On the one hand,it enriches the current theoretical research in the field of emergency material supply from the perspective of multi-agent collaboration.On the other hand,it also provides relevant departments and other social forces with mechanisms and strategies for emergency material supply management to improve the emergency support capacity of the whole society,which also has a certain practical significance for promoting the development of emergency industry.MethodUsing the method of literature research,this paper combs the research on emergency material supply under emergencies at home and abroad,and clarifies the development context and current situation of emergency material supply.Combined with the case analysis method,this paper explores the problems and causes exposed in the process of emergency material supply under local emergencies.The common characteristics of the research contents are summarized by analysis and induction.Combined with supply management and artificial agent technology,the multi-agent model of emergency material supply is established,and the collaborative management framework of emergency material supply is constructed by using synergetics theory.Finally,it puts forward the mechanism and strategy of optimizing the collaborative management of emergency material supply.ResultThrough case introduction and analysis,the problems of emergency material supply management include: insufficient reserve of emergency materials;The transportation channel of emergency materials is blocked;Low timeliness of emergency material supply;The distribution of emergency materials is not professional.The main reasons for the above problems are: the level of emergency decision-making is weak;Lack of unified emergency command platform;The phenomenon of information island is serious;Lack of professional talents.Therefore,this paper puts forward the collaborative management framework of emergency material supply based on strategic collaboration,strategy collaboration and operation collaboration,and constructs the collaborative management mechanism of emergency material supply under Public Emergencies Based on rule collaboration,plan collaboration,information collaboration and risk collaboration.ConclusionBy analyzing the problems and causes in the process of emergency material supply management,this paper draws the following conclusions:The collaborative management of emergency material supply under public emergencies needs to be optimized and improved.A scientific emergency material supply management system should be established to provide guarantee for the operation of the coordinated management mechanism of emergency material supply.Build a complete integrated emergency material supply system,improve the operation efficiency of all links of emergency material supply,and ensure the efficient and accurate allocation of emergency materials.Build a dynamic emergency material supply information sharing platform,strengthen the communication and sharing of information among various social subjects,and make the emergency material supply coordination mechanism more effective.Build a scientific emergency material supply management evaluation system to make each process stage of emergency material supply management have rules to follow,so as to ensure the maximum effectiveness of emergency material supply.
