The development of human resources for the elderly is an important carrier for the effective implementation of active aging policies.The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China established a strategy to actively respond to the aging of the population.The development of human resources for the elderly is a key measure to implement the response to the aging of the population.Shanghai is a deeply aging city.The development of human resources for the elderly can help alleviate the social pressure of aging and enhance the happiness of the elderly.Therefore,exploring the effective ways to develop the human resources of the elderly and discovering the potential value of the human resources of the elderly have important practical significance for the high-quality development of Shanghai’s social economy.The thesis takes the human resources of the elderly in the community as the research object,focuses on the development of the human resources of the elderly in the Shanghai community,uses the active aging theory,the empowerment theory and the Maslow demand theory as the theoretical analysis framework,and uses a combination of qualitative and quantitative analysis Method,carry out in-depth research from four dimensions: First,sort out the characteristics of the development of human resources of the elderly,deeply analyze the attributes of the human resources of the elderly and the differences between the development of human resources of the elderly and ordinary human resources,and analyze how to use the SWOT model Give full play to advantages and avoid disadvantages to optimize the development of human resources for the elderly,and reveal the peculiarities of various aspects of human resources development for the elderly.Secondly,through field investigations,an empirical analysis of the effectiveness of the development of the human resources of the elderly in the Shanghai community was carried out.Finally,based on the data obtained from the questionnaire,the logistic binary regression analysis method was used to determine the factors affecting the willingness to develop human resources of the elderly in the community.Carry out screening and analysis,and conclude that gender,age,marital and health status,education level,skills and expertise are significant constraints that affect and restrict the development of human resources for the elderly.On this basis,an effective practice path to develop the human resources of the elderly in Shanghai community is proposed from three dimensions.Finally,the theory of empowerment is used to propose supporting policies for the development of human resources for the elderly in Shanghai communities from four aspects.Through research,it is found that the human resources of the elderly have the characteristics of time loss and environmental dependence,and they are special in the development area,development form and development goals of the human resources of the elderly;the development of the human resources of the elderly in the community should adopt the construction of a positive aging culture Environment,multi-party efforts to build a community’s elderly human resources development platform,improve community support conditions and other ways to better help community elderly realize their vision of doing something for the elderly;it is necessary to input empowerment concepts,empower elderly residents,and resource link thinking The dimensions of support and incentive mechanism guidance are used to fully develop the human resources of the elderly in the community.
