Research On The Intervention Of Social Work In The Building Of Community Organizational Capacity From The Perspective Of Asset-based

The Nineteenth National Congress of the Communist Party of China proposed that e should strengthen the construction of community governance system,push the focus of social governance don to the grass-roots level,give full play to the role of social organizations,and realize the benign interaction beteen government governance and social regulation,and residents’ autonomy.Social organizations are effective carriers for community residents to participate in community affairs.Emphasizing the cultivation and development of social organizations is conducive to promoting the realization of social governance.Hoever,there are a large number of unregistered non-governmental organizations in urban communities in China.They have obvious communality,loose structure,small community influence,large number,little development resources,lo degree of specialization and standardization,and limited development of organizational capacity.Ho to improve the organizational capacity of such communities is the main issue to be discussed in this paper.ith the development of the "three social organizations linkage" governance pattern,hich takes the community as the platform,social organizations as the carrier of activities and social orkers as the backbone,ho to cooperate ith social organizations in order to realize resource sharing and promote the harmonious development of the community has become another topic discussed in this paper.This paper takes the Street Community Organization Capacity Building Project in H District of Guangzhou as a case study,collects relevant community organization development materials through participatory observation and semi-structured intervies,and studies the current situation of community organization development,the capacity building of community organization,the reasons affecting the capacity building of Street Community Organization,and the path of professional social work Intervening in the capacity building of community organization.The analytical framework ofcapacity-building of "gradual" community organizations can better explain the process of self-empoerment of community organizations.Due to lack of funds,technology,information and other developmental resources,under the "scattered" management of general social work,community organizations have some problems,such as eak ability of resource integration,inadequate capacity of organization specialization and standardization,lo capacity of public services,and lack of capacity for sustainable development.From the perspective of asset-based,the causes of the problems can be summarized as insufficient asset construction,i.e.lack of integration strength of community organization assets,lack of cultivation and practice of asset construction,disengagement of asset use from demand,and lack of long-term development aareness of asset construction.After that,through case analysis,this paper compares the changes of street community organization assets construction and community organization ability before and after the intervention of professional social work,and extracts the "energy-enhancing" intervention path: fully mobilizing assets to forge the resource integration ability of community organizations,vigorously cultivating assets to enhance the capacity of community organization specialization and standardization construction,and rationally using assets to enhance community organizations.Public service capacity,long-term maintenance of assets to build sustainable development capacity of community organizations.At the same time,it is believed that through the complete and sufficient construction of "strong" assets,the ability of community organizations can be helped to achieve a "gradual" development from eak to strong.Finally,this paper summarizes the research,analyses the shortcomings of the research,and puts forard the future research direction.
