In recent years,there has been an upsurge on school selection in many cities.People’s educational requirements have greatly improved with economic development.They are no longer simply satisfied with getting educated,but hoping to obtain better educational resources.In order to further promote the high-quality and balanced development of compulsory education and deepen the reform of the education system and mechanisms,various forms of reform and practice have been carried out at different levels all over the country,among which the exploration on collectivized group-running of schools is the most prominent one.This article takes the collectivized group-running of compulsory education in Yuzhong District of Chongqing as the research object,based on the public product theory,incentive theory and modern school system and other theories,studies the current status,existing problems and their causes in this district,and provides suggestions for education authorities and education groups respectively.The main research conclusions are as follows:(1)In order to promote collectivized group-running of compulsory education,Yuzhong District of Chongqing has issued relevant policies and established a basic operation system in group management,teacher exchange,education and teaching integration,education resource integration,and evaluation system.(2)The main problems in the collectivized group-running of compulsory education of Yuzhong District in Chongqing are the formalistic management,insufficient communication,weak measures for co-training and rotation of teachers,insufficient of inter-school education and teaching integration,narrow resource allocation channels,and insufficient resource sharing.(3)The main reasons for the problems include: the education group’s management rights and responsibilities are not equal and the member schools lack level guidance,which leads to the lack of integration of various resources within the group and the failure to make the group really be a whole;insufficient communication between schools and teachers,parents and other important stakeholders;lack of effective interest coordination mechanism within the education group,resulting in each school having its own selfish calculation when taking education and teaching integration and sharing of educational resources;The lack of teacher co-training incentive mechanism at both at the school and teacher levels has led to the lack of enthusiasm for teachers in rotation.(4)The countermeasures to solve the above problems are listed as follows: clarify the management rights and responsibilities of the group and improve the top-level design of the management of the education group;build a new communication platform and broaden the communication channels;build a diversified management level and improve the interest coordination mechanism of the education group;promote the integration of education and teaching and resource sharing jointly,and implement supervision and evaluation.This research helps to improve the collectivized group-running of compulsory education in Chongqing Yuzhong District and plays a reference role for the collectivized group-running of education in other areas of the city.
