| The report of the 19 th National Congress of the Communist Party of China points out that China should pursue fair and quality education,and education finance is the most important material basis of fair and quality education.At the same time,China should give consideration to both fairness and efficiency in education finance policy,so the issue of Education Finance efficiency is worth studying.At present,there are still problems of uneven distribution of high-quality education resources in China,especially the low level of economic development and allocation efficiency of education resources in ethnic minority areas.Therefore,compulsory education in ethnic minority areas is still relatively backward in terms of school running conditions and teaching quality,which seriously affects and restricts the improvement and development of the overall level of compulsory education in ethnic minority areas.Since the reform and opening up,the general office of the State Council issued the notice on deepening the reform of rural compulsory education funds guarantee mechanism in 2005,which put forward four requirements: consolidating and improving the rural primary and secondary school teachers’ salary guarantee mechanism,and improving the public funds guarantee level of primary and secondary schools in the rural compulsory education stage.Although under the background of "new mechanism",the balanced level of compulsory education in our country is constantly improving,but the Ministry of education still points out that it is necessary to promote the balanced development of compulsory education to high quality,while the low level of compulsory education in ethnic areas still restricts the balanced development of compulsory education in our country.Chen Baosheng,Minister of education,pointed out in response to the questions of reporters at the two sessions in2018 that every child should have a high-quality and fair education.Therefore,in the face of the contradiction between the increasing demand for compulsory education in ethnic areas and the insufficient supply of education,i.e.the low financial efficiency of compulsory education in ethnic areas in China,This paper combines the particularity of ethnic areas and the importance of education financial efficiency,and makes a research and analysis from the perspective of the efficiency of compulsoryeducation financial expenditure in ethnic areas.This study takes x Autonomous County as a case study to analyze the current situation and main problems of the efficiency of compulsory education financial expenditure in ethnic areas of China.The introduction part introduces the research background and significance,research purposes and research methods,as well as the basic framework of the article.At the same time,it combs and analyzes the relevant literature about the efficiency of compulsory education financial expenditure in ethnic areas at home and abroad.The second chapter defines the basic concepts of compulsory education,financial expenditure efficiency and ethnic areas,and establishes the corresponding theoretical framework.The third chapter combs the relationship between education equity and efficiency.In the fourth chapter,taking x Autonomous County as an example,DEA data envelopment analysis is used to analyze DEA super efficiency and Malmquist index.The fifth chapter through the analysis of experimental data found that,although the input and output in the efficiency of compulsory education financial expenditure in ethnic minority areas are sufficient,they do not reach the optimal phenomenon.There are still some questions such as insufficient financial investment in compulsory education,the proportion of financial expenditure in compulsory education is unreasonable,the supervision and implementation of financial expenditure in compulsory education is insufficient,and the efficiency of allocation of teachers in compulsory education is low.The sixth chapter puts forward relevant suggestions from four aspects: increasing the financial input of compulsory education in ethnic areas,reasonably dividing the structural proportion of the financial expenditure of compulsory education in ethnic areas,strengthening the supervision of the financial expenditure of compulsory education in ethnic areas and strengthening the construction of teachers’ team in the stage of compulsory education in ethnic areas,in order to provide relevant reference for improving the financial expenditure efficiency of compulsory education in ethnic areas. |
