| Since the 1990 s,with the further deepening of China’s reform and opening up and the acceleration of the urbanization process,a large number of surplus rural labor force poured into the city,which to some extent injected the city with development momentum and vitality,but also resulting in a series of problems.Among them,the rural migrant workers children’s compulsory education problem become one of the social problems of common high attention from all walks of life,in order to solve this problem,our country has staged a series of policies,to protect the rights of trailing children’s compulsory education,to solve their problem encountered in the process of accepting education,these policies in the trailing smooth their children in the solution of the problem made significant breakthrough,gradually break the barrier of the trailing children into public schools nearby.However,this does not mean that the children living with them can receive the fair and high-quality compulsory education.We also need to explore the problems existing in the implementation of the policy and try to put forward corresponding Suggestions.Based on a systematic review of existing research,this paper combines policy network theory to study the implementation process of compulsory education policies for children in the L area,and uses relevant theories to explore the underlying causes of problems in policy implementation as an optimization of the policy implementation Entry point,and put forward suggestions for the optimization of relevant policy implementation.This article is divided into five parts.Chapter one: related concepts and theoretical basis.It mainly introduces the core concepts and theoretical foundations in this article.Chapter 2: The evolution of the compulsory education policy of the children who move with them and the characteristics of its implementation.Systematically explain the evolution of policy and the characteristics of multiple subjects in its implementation.Chapter III: Policy network analysis of the implementation of compulsory education policy for children with relocation in L district of Changchun.Based on the results of interviews and questionnaires,the implementation of the compulsory education policy for children in the L area is summarized.Based on this analysis,multiple subjects affecting policy implementation are analyzed,and the interaction between the subjects is explained from a micro perspective.Chapter 4: Problems and Causes of the Implementation of Compulsory Education Policy for Children with Relocation.Chapter 5: Optimizing the implementation of compulsory education policy for children with relocation from the perspective of policy network.According to the problems raised in the previous chapter,we try to solve the problems by adjusting the behavior and interaction of network subjects,and optimize the policy implementation process based on this. |
