The Beijing-Tianjin-Hebei urban agglomeration is one of the regions with the most intensive innovation resources and the most active innovation in my country.It has a very important strategic position in the context of the conversion and upgrading of economic kinetic energy and the development of "dual cycles".The "Outline of the Beijing-Tianjin-Hebei Coordinated Development Plan" emphasizes that a new engine of innovation-driven development should be cultivated to effectively promote the coordinated development of Beijing-Tianjin-Hebei.At present,problems such as insufficient innovation-driven efficiency and irrational industrial structure in the Beijing-Tianjin-Hebei three places are major constraints on the further development of this urban agglomeration.There are many factors that affect innovation efficiency,and population,as a basic element of a city,its appropriate size distribution and structural characteristics will affect the region's innovation efficiency through mediating effects such as industrial layout adjustments.Therefore,this article hopes to explore the relevant factors affecting the innovation efficiency of the Beijing-Tianjin-Hebei urban agglomeration based on a demographic perspective,and provide suggestions for the upgrading of innovation efficiency in the context of innovation-driven development.This article first analyzes the scientific and technological innovation profile and basic population conditions of Beijing-Tianjin-Hebei.Then adopts the combination of DEA-Malmquist-Tobit Research methods,measure and analyze the efficiency of technological innovation,and explore the influencing factors of innovation efficiency from a demographic perspective,and finally draw conclusions and propose corresponding countermeasures.Beijing-Tianjin-Hebei'science and technology innovation is relatively good.Among them,Hebei and Tianjin are dominated by industrial industries.The proportion of industrial enterprises above designated size with R&D activities are41% and 33%,respectively.Beijing is dominated by high-tech industries and service industries,with industrial enterprises accounting for only 26%.This paper further measures and analyzes the innovation efficiency based on the DEA model.On the whole,innovation efficiency has obvious spatial differences,and various prefecture-level cities have different degrees of fluctuation or development;in terms of resource allocation,the ability to allocate resources related to science and technology is gradually improving,but it has not yet reached the most effective state.There are obvious differences in the resource allocation capabilities of first-tier cities;in terms of production efficiency,the overall production efficiency of technological innovation in the Beijing-Tianjin-Hebei urban agglomeration from 2014 to 2018 showed a trend of first weakening and then increasing.The improvement of resource allocation ability and resource utilization efficiency will help increase production efficiency.The Beijing-Tianjin-Hebei region bears more than 8% of my country's population.The population growth rate of Hebei is higher than the national average;the sex ratios of Beijing and Hebei are more balanced;the urbanization levels of Beijing and Tianjin are 86.5% and 83.15% respectively;the educational structure of Beijing's population is higher,and the proportion of the employed population at university level and above Up to 50%.Combining the value of innovation efficiency and the basic status of the population,this paper uses the Tobit model to explore the influencing factors of innovation efficiency,and draws the following conclusions.In terms of population,the average number of employees is negatively related to the innovation efficiency of enterprises,that is,there is redundancy in personnel input;in terms of the gender structure of the population,the increase in the proportion of men has a positive effect on improving the innovation efficiency of enterprises;in terms of population quality,high The increase of qualified talents will significantly promote the improvement of enterprise innovation efficiency;in terms of the macro environment,government support and the level of regional economic growth have a positive effect on enterprise innovation efficiency.Summarizing the main conclusions of the research and combining with the actual situation of Beijing-Tianjin-Hebei region,this article puts forward the following suggestions: First,adjust the scale of investment in scientific and technological innovation resources,and optimize the efficiency of resource use;second,focus on human resources training,and improve enterprise employment management and incentive systems;Third,increase government support for science and education,and increase the guiding role of financial funds;fourth,promote the construction of basic disciplines,and build a talent training mechanism that integrates production,education and research.
