This year’s government work is again stressed that science,technology and innovation are the core drivers of high-quality development.Talent as the first driving force of scientific and technological innovation development,scientific and technological innovation to rely on talent,including overseas high-level young talent as the most innovative potential,innovation vitality and practical ability of the knowledge group,is the foundation of innovation,is the most precious resources of this era,but also to promote China’s scientific and technological innovation,high-quality economic development,industrial transformation,an important driving force,is the mainstay of the development of China’s various undertakings.In addition,overseas high-level young talents have always been scarce resources,is the world’s major developed countries and emerging developing countries to compete for the object of talent competition in various countries and regions increasingly fierce.In the face of fierce competition for talents,some cities and regions in China are not well positioned for development,blindly attract talents,lead to the same policy,not targeted,resulting in the introduction structure and economic development needs do not match,re-use,waste of talent.Therefore,in order to effectively and continuously introduce overseas high-level young talents,expand Our country’s talent team,improve China’s scientific and technological competitiveness,promote high-quality economic development,it is necessary to carry out in-depth research on the accurate introduction of overseas high-level young talents,so that our country can not only lead to progress,but also on-demand accurate introduction of overseas high-level young talent.First of all,on the basis of analyzing the research background and research significance,this paper combs the relevant literature and related theories,reasonably defines the concept of accurate introduction of relevant talents and talents,analyzes the problems and causes in the accurate introduction of overseas high-level young talents,and finds that there are problems in the introduction of such talents with a small number of talents,insufficient hardware support,and insufficient precision introduction concept and insufficient introduction policies and services.Therefore,based on the defined concept of precise introduction of talents,on the one hand,chapter four forecasts the demand for such talents,collects historical data from 1995 to 2019,and uses GM(1,1)gray prediction model and regression prediction.The model builds a combination model to forecast the total amount,industry and regional demand of overseas high-level young talents from 2020 to 2024,so as to accurately introduce talents on demand,on the other hand,Chapter 5analyzes the factors affecting the inflow of overseas high-level young talents.Using the stratified sampling method to survey overseas high-level young talents with more high-level talents in Beijing,Shanghai,Jiangsu,Guangdong,Hubei,Zhejiang and Anhui provinces and cities,327 valid questionnaires were obtained,and SPSS25.0 was used to carry out correlation analysis and regression analysis,and found that factors affecting the influx of overseas high-level young talents into China include: organizational system,management style,salary and welfare,scientific research environment,job value.Accordingly,by increasing the factors that contribute to the flow of such talents into our country,we can make precise introductions.Finally,based on the problem analysis,prediction results and factor research conclusions,this paper puts forward the corresponding countermeasures and suggestions,in order to promote the accurate introduction of overseas high-level young talents to provide reference. |
