| Enhancing the country’s comprehensive strength through science and technology is China’s strategic goal for sustainable development in the next 30 years.When China is in the process of fully implementing the strategy of building a strong country through science and technology,scientific and technological talents have been gradually recognized as scientific and technological capital,which has been valued by various regions.The competition for science and technology talents among cities has become increasingly fierce.Improving the competitiveness of cities in attracting scientific and technological talents has become the primary problem faced by all cities.This thesis based on the 3T elements in the creative class theory,including the indexes about city’s science and technology,technology talents and city’s tolerance,are used as the first-level indicators of the evaluation index system.By analyzing the factors that can measure these indexes,an evaluation index system containing 21 secondary indicators is constructed.In this thesis the scientific index system was verified by factor analysis.This article collects yearbook data to conduct empirical research on the competitiveness of Chinese capital cities in attracting scientific and technological talents,and obtains factor scores and comprehensive rankings results of cities.Based on the factor scores of cities,this thesis conducts a systematic cluster analysis,and then classifies and analyzes the evaluated cities.As a result,among the 31 cities analyzed,Tianjin,Hangzhou,Nanjing,Chengdu,Xi’an and other cities get higher scores,while Xining,Yinchuan,Haikou,and Changchun have low scores.According to the results of the systematic clustering analysis,this article divides the cities into six categories: developed and tolerant cities,brain drain cities,developing tolerant cities,technologically backward cities,comprehensive development cities and talent shortage cities.Combining the three elements of science and technology,science and technology talents and urban tolerance,this article puts forward countermeasures and suggestions for each type of city to enhance the competitiveness of attracting science and technology talents. |
